Before you ask Celestial for a quote, get clear on what kind of solar you are buying. This is a solar pool heating and water systems company first. For a full photovoltaic system, slow down. Before signing anything beyond pool or water heating, ask exactly which license covers each part of the job and who pulls the electrical permit.
One item in the government record could not be resolved. That is a scheduled hearing with no located disposition. It is not a proven violation, and it is not a confirmed dismissal. Ask the company directly what happened. Also missing from the public record: any published warranty terms, any BBB complaint count, and any independent installation volume figure.
The evidence
BBB dates the business start to February 1, 2001 with a file opened in 2003, matching the company's own claim of servicing Southern Nevada since early 2001. The licensed record is younger: the Nevada license originated November 30, 2012 and the California license was issued April 24, 2015, with the company saying California operations began in 2014. Roughly 25 years in business, about 11 of them under the California license.

How to read this
This C is mostly a scope grade. It says the California license is real and active but narrow, that the company's core trade is solar pool heating rather than rooftop photovoltaics, and that two things a buyer would want, warranty terms and the outcome of the 2023 Nevada hearing, could not be verified from public records. It is not a complaint-driven grade. If your project is pool heating and the company answers the Nevada question plainly, the picture improves.
