National Grid Massachusetts: solar on the 40 cent grid

Add National Grid's published delivery total to the fixed supply price that took effect August 1, 2026 and you get 40.12 cents per kilowatt-hour. That is the highest all-in residential price of any utility we cover, higher than PG&E's baseline tier, higher than Eversource next door. It is a miserable number to pay and a remarkable one to offset, because in Massachusetts the net metering credit tracks those same charges. The economics of a National Grid roof are the strongest in our entire directory, and the fine print below is where quotes go wrong.

National Grid Massachusetts households on basic service pay about 40 cents per kWh all-in as of August 2026, our arithmetic from the published delivery tariff and supply table. A rooftop system of 25 kW or less earns standard net metering credits we compute at roughly 33.7 cents per exported kWh, SMART 3.0 adds 3 cents, batteries earn about $1,200 a year in ConnectedSolutions, and the interconnection application costs $28.

The 40 cent kilowatt-hour

National Grid's residential delivery tariff, effective July 1, 2026, publishes its own total: 22.933 cents per kWh. That is not our math, it is the number on the filed tariff sheet. The supply side adds a fixed 17.185 cents through January 31, 2027, a reset that raised base supply about 13 percent on August 1. Stack them and a basic service household pays 40.12 cents for every kilowatt-hour, plus a $10 monthly customer charge.

Two line items deserve a closer look. The 0.658 cent winter relief recovery factor inside distribution is the state clawing back the 25 percent bill discount households received in February and March 2026; relief was never free, just deferred, and its collection window runs through December 31, 2026. And the 2.451 cent net metering recovery surcharge is how existing solar credits get socialized across all customers, almost four times Eversource's equivalent charge. If you are shopping solar in this territory, you are already paying for everyone else's panels. The posted variable supply option, for contrast, hits 18.477 cents in December and 20.086 in January 2027.

Net metering under the 2026 tariff

National Grid's net metering provision was refiled this year, effective March 1, 2026. The homeowner-relevant core: a solar facility of 25 kW AC or less is Nameplate Cap Exempt and earns the standard credit computed from the basic service, distribution, transmission, and transition charges. Credits carry forward from billing period to billing period, and in a month where the system generates more than the house uses, no kWh bill issues at all. The energy efficiency charge, renewable energy charge, SMART factor, EV program factor, and the net metering recovery surcharge are all excluded from the credit.

Run the current numbers through that formula and one exported kilowatt-hour is worth 17.185 plus 11.028 plus 5.464 minus 0.029, roughly 33.65 cents. That is our arithmetic, not a published National Grid credit rate, and the same caveat we put on the Eversource page applies here. But even with margin for interpretation, an export credit in the low 30s against a 40 cent retail price makes oversized self-consumption gymnastics unnecessary. In this territory, unlike California's net billing regime, a plain grid-tied system without a battery still pencils, and the battery is an income add rather than a rescue.

SMART 3.0 stacks on top. The DPU approved the redesign May 19, 2026: 600 MW of program-year capacity, applications open through December 31, a flat 3 cents per kWh for residential systems of 25 kW or less, 6 cents low income, plus adders like 4 cents for storage. National Grid's SMART tariff on file dates to January 1, 2026, and whether a superseding 3.0 tariff has been filed is one of the items we could not verify below.

Batteries, EVs, and the heat pump rate

ConnectedSolutions on National Grid works the same way it does statewide: the battery discharges during summer peak events, June 1 to September 30, 3 to 8 p.m., up to 60 events of up to 3 hours, and the program pays $275 per average kW contributed. National Grid's own page pegs typical earnings around $1,200 a year; the Mass Save ceiling for a 5 kW contribution is $1,375. A ConnectedSolutions+ tier pays more in select communities: Worcester, Lynn, Salem, Medford, Malden, and Nantucket are the named examples.

Two programs changed recently and old advice still circulates. EV ConnectedSolutions was discontinued, replaced by Off-Peak Charging through the Charge Smart MA app: 5 cents per kWh in summer, 3 cents off-season, for charging in the off-peak window that since November 2025 runs 9 p.m. to 1 p.m. the next day, worth about $100 a year plus a $50 enrollment bonus. And the seasonal heat pump rate, which drops winter distribution to 6.791 cents from November through April, enrolls Mass Save rebate recipients automatically but takes applications from everyone else, with stated savings of $70 to $141 a month for eligible R-1 households. A solar quote that ignores the heat pump rate overstates winter bills for exactly the electrified homes most likely to buy panels.

Interconnection and the threshold caveat

The Simplified application for a listed small inverter system costs $28, with a free witness test. Larger or non-qualifying projects pay $4.50 per kW between a $300 minimum and a $7,500 cap, and tariff timeframes count in business days. Cap allocation, where it applies, comes after engineering review and requires an executed interconnection service agreement; paying an invoice does not hold your place.

Here is the caveat worth reading twice. National Grid's posted interconnection tariff still lists Simplified eligibility at 15 kW for single-phase systems. The state model tariff approved February 10, 2026 raised that threshold to 25 kW, National Grid filed its company-specific version on February 25, and the DPU stamp-approved the utilities' tariffs April 27, 2026. The governing standard is 25 kW; the stale PDF is not. A 10 kW rooftop was always fine either way, but an installer sizing an 18 kW system off the old document could route you into the wrong process. If a proposal cites the 15 kW limit, that is a currency check on the rest of it.

Why is my National Grid bill so much higher than my neighbor's Eversource bill?
Delivery. National Grid's published residential delivery total is 22.933 cents per kWh against roughly 18.4 cents for Eversource in Greater Boston, a gap of more than 4 cents on every kilowatt-hour before supply is even counted. Does National Grid still offer full net metering?
Yes, for the systems homeowners actually install. Under the net metering tariff effective March 1, 2026, a solar facility of 25 kW AC or less is Nameplate Cap Exempt and earns the standard credit built from basic service, distribution, transmission, and transition charges. Is the net metering cap a problem for my roof?
Not for a rooftop system, which is cap exempt at 25 kW or less. The cap squeeze is real but it lands elsewhere: National Grid's public-entity allocation sat at 0 kW available with a 3,042 kW waiting list in the April 17, 2026 report, while the private cap had 19,028 kW open with no waitlist. What does a battery earn on National Grid?
National Grid pegs typical ConnectedSolutions earnings at roughly $1,200 a year over 30 to 60 summer events, and the statewide Mass Save rate is $275 per average kW contributed, up to $1,375 for 5 kW. What we could not verify

As of August 18, 2026: a National Grid published residential net metering credit value in cents per kWh, so our 33.65 cent figure is component arithmetic; whether a superseding SMART 3.0 tariff has been filed and approved; whether the proposed $225 interconnection fee in D.P.U. 26-57 was approved; the approved value of the October 2026 performance-based rate adjustment; a typical residential interconnection timeline end to end; and a residential hourly time-of-use tariff, which does not appear to exist yet.
