Require the proposal and contract to identify the exact legal entity that will contract with you, pull the permit, perform the electrical work, and honor the workmanship warranty. Then compare that entity and license number with CSLB yourself. This file points to a plausible association, but a plausible association is not the same thing as a signed party taking responsibility for your system.
