Installer profile
Powur, PBC
Start with what Powur actually is, because the structure decides everything else. Powur is not a local installer with its own crews. It is a sales platform. Its own materials describe a network of more than 7,200 independent sales entrepreneurs and 180 plus installation partners who do the field work. One California license carries the contracting obligation: 1060243, Powur PBC doing business as Powur Home Construction, B General Building and C-10 Electrical, current and active, with a CSLB address of record in Albuquerque, New Mexico, not Carlsbad. The only workers compensation classification code on that license is 8810, clerical office employees, which fits a company that does not field its own installation crews in California.
The enforcement record is why this sits at D. The license carries the additional status PENDING DISCIPLINARY ACTION, and its disclosure pages show two citations that both read COMPLETED: one dated April 21, 2026 for lack of reasonable diligence, failure to report the employment of a registered salesperson, and right to cancel language for seniors, and one dated September 19, 2024 for failure to report a registered salesperson. The disclosure page does not itemize the pending matter, so read those two statements exactly as CSLB shows them: the pending action is unresolved, and the completed citations are closed. Powur also has a split BBB footprint. The Del Mar profile is A+ and accredited, with 141 complaints in the last three years, 34 closed in the last 12 months, and 3.55 stars from 185 reviews. A separate Pasadena profile for Powur PBC is rated F and not accredited, for failing to respond to 3 complaints. Any BBB grade you see for this brand depends on which profile is being quoted. Published complaints skew toward repeat equipment failure and service friction, including a $250 service deposit before repair visits and a $300 truck fee on a warranty replacement, and Powur has faced repeat telemarketing suits under the TCPA, one of which, Ortega, was dismissed in Powur's favor on March 13, 2026.
Two things run against the grain of that record. Powur publishes the most complete warranty document in this coastal group: the Powur Care limited warranty runs 30 years from Permission to Operate, names Powur PBC as the installer of record, covers installation workmanship and roof penetrations, and transfers once on a first change of ownership. It also lets Powur assign the repair obligation to a third party without your consent, so know who would actually show up. The founding story does not settle: the CEO says he started the company in 2011, while BBB records a business start of December 1, 2006 and incorporation on January 25, 2019. Those dates conflict and this profile presents them without picking one. Powur appears in none of the three Solar Power World lists reviewed, so installation volume stays unverified. If you get a Powur quote, make the contract name the labor partner who will be on your roof.
The evidence
CSLB issued license 1060243 on November 12, 2019, while the CEO says he started the company in 2011 and BBB records a business start of December 1, 2006 with incorporation on January 25, 2019; the published founding dates conflict and no single verified incorporation year exists in this evidence set.

The active license displays the additional status PENDING DISCIPLINARY ACTION while its disclosure pages show two completed citations, one dated April 21, 2026 for B&P 7119 lack of reasonable diligence, 7154.C failure to report a registered salesperson, and 7159.E6BII seniors' right to cancel language, and one dated September 19, 2024 for B&P 7154.C, a state enforcement record that triggers the D cap; BBB adds 141 complaints in three years on the A+ Del Mar profile and an F rating on a separate Pasadena profile for failing to respond to 3 complaints.

Powur appears in none of the three reviewed Solar Power World lists, the 2026 Top Solar Contractors, the 2025 Top California Solar Contractors, or the 2026 Top Solar Installers, and its own materials describe network scale, 7,200 plus sellers and 180 plus installation partners, without an independently published installation volume.
CSLB lists Powur PBC, doing business as Powur Home Construction, as a current and active corporation with B General Building and C-10 Electrical classifications under license 1060243, issued November 12, 2019 and expiring November 30, 2027, from an address of record in Albuquerque, New Mexico, with a $25,000 contractor bond and workers compensation whose only classification code is 8810 Clerical Office Employees, and the same record carries the additional status PENDING DISCIPLINARY ACTION.

The published Powur Care limited warranty runs 30 years from the date the original equipment receives Permission to Operate, names Powur PBC as the installer of the components, covers defective equipment, installation workmanship errors, weather tightness, and roof penetrations, transfers only on the first change of ownership, and allows the maintenance and repair obligations to be assigned to a third party without the warranty holder's consent.

How to read this
A D flags material, documented risk, not a prediction that your project fails. The pending disciplinary action is exactly that, pending: it is not an adjudicated violation, and the two closed citations are not open matters. What the grade tells you is that the state record and the complaint volume deserve more weight than the sales pitch. Before signing, get the name and license number of the labor partner assigned to your roof in writing, and ask what happens to Powur Care service if the repair obligation gets assigned. Our full rubric, including how our own installation business gets graded on the same scale, is on the methodology page. We are a solar installer and we partner with other solar companies. Grading is structurally separated from revenue; see disclosures.
