Do not ask Solar Shine for an installation quote, because it does not install solar. Its own pages describe panel cleaning, solar pest abatement with pigeon netting, gutter cleaning, pressure washing, and window cleaning, with a de-ionized deep clean of every panel. The about page says the founder installed and inspected panels before starting the company. That is his prior work history, not a service Solar Shine sells today. BBB, LinkedIn, and Yelp all categorize it the same way: cleaning and bird abatement.

The license picture fits a cleaning business, and homeowners should read it that way. A CSLB business-name search returned no Solar Shine record, and a personnel search found no Joshua Laine, the founder named on LinkedIn. A panel washing business is not necessarily required to hold a contractor license, so this is an absence of a contractor license, not a finding of unlicensed contracting. One wrinkle worth asking about: the about page and LinkedIn both call the business fully licensed and insured without naming a license number or an issuing agency. Ask which license is meant before work starts.

Two housekeeping notes. The company is in Oakley, at 1140 Quail Valley Run, not Antioch as some directories place it. And at least two unrelated businesses use the same name, including a Solar Shine LLC advertising around Antioch and a Solar Shine Inc based in Menifee. Confirm you are hiring the Oakley company, launched in 2018, with a 4.8 Yelp average from 16 reviews and an A+ BBB rating without accreditation. For cleaning and bird proofing, the record found here is clean. For anything involving wiring, roof penetrations, or permits, this is the wrong company by its own description.

How to read this

No grade means no comparison, not a hidden fail. Our letter grades weigh license history, enforcement, and installation volume, none of which applies to a company that washes panels and hangs pigeon netting. If you hire Solar Shine, judge it as a cleaning vendor: ask what the licensed and insured claim refers to, what happens if a panel cracks during a wash, and get the production guarantee in writing with a number attached.
