That mismatch is the real work. The permit may move fast, but a useful system still has to fit the household's daytime demand, tariff and roof geometry.

Permit, tariff, then physical roof

1. The useful Tucson advantage is administrative, not imaginary

The City of Tucson Planning and Development Services Department is the permitting authority. Its SolarAPP+ route says eligible roof-attached residential PV can receive a permit within 24 hours, and the department describes same-day Express Lane service for SolarAPP-originated applications. That is a real advantage for a plain rooftop job. It is not a promise that every property takes one day. Projects in a Historic Preservation Zone or Neighborhood Preservation Zone are excluded from the same-day path, and exterior work in an HPZ needs design review. Start by asking the installer whether the address is in an overlay, not by assuming every Tucson roof travels through the same queue.

The current city fee schedule also has actual numbers instead of a vague valuation formula. Photovoltaic work with one to 30 panels is listed at $112.82; 31 to 100 panels are $184.23; supplementary equipment such as a service upgrade is $25.88 each; and the digital filing fee is one percent of the total with a $17.08 minimum. SolarAPP+ adds its own stated processing fee. A homeowner should separate those line items from the installer price, because a battery or electrical upgrade can change the closing total even if the array itself is straightforward.

2. TEP: good production, export value that is not retail

Tucson Electric Power offers Basic, Time-of-Use, Peak Demand and Demand Time-of-Use residential plans. The Basic tariff lists a $15 monthly single-phase service charge and three energy tiers. The Time-of-Use tariff lists a $12 basic service charge, with summer peak from 3 to 7 p.m. on weekdays. Those details matter because a solar proposal that calls every avoided kilowatt-hour identical has already flattened the decision too far.

New TEP solar customers receive the Resource Comparison Proxy export credit, shown on bills as Excess Generation Credit. The published TEP RCP page lists 5.70 cents per kWh for the October 2024 through September 2025 period, locks a customer rate for 10 years from the interconnection request, and says the rate cannot fall more than 10 percent year over year. The later rate beginning October 2025 was not confirmed in the source set. We do not fill that gap with a guess. The hard truth is that a Tucson system should be sized to serve daytime household load and evaluated against the actual TEP plan, not sold as though every exported kWh offsets a retail purchase.

The production chart has a desert pattern, not a straight line

Our PVGIS run produces 1,833.3 kWh per installed kW each year at downtown Tucson coordinates under a fixed south-facing, 30 degree tilt and 14 percent loss assumption. May is the strongest month in this run, marginally ahead of April, and July drops below the spring high. That shape is more useful than a national annual average. It tells a homeowner to inspect consumption through spring cooling, summer afternoons, and the monsoon season instead of treating the roof as a constant-output machine.

The model is not a roof survey. Shade, roof pitch, module layout, soiling, electrical design and the actual building all change results. We use the model as a consistent planning baseline, then label it honestly. Tucson's 1991 to 2020 normals list a 70.6 F annual average temperature and 10.61 inches of rain. It is sunny country. It is not a permission slip to skip the site assessment.

Costs and incentives: keep the known items separate from the sales pitch

The calculator begins with the Arizona EIA residential average because the research set does not provide one universal TEP blended household price. It includes the state Form 310 credit, 25 percent of cost capped at $1,000 for all solar devices at the residence. That is an Arizona tax credit, not a discount an installer can spend for you. The federal residential 25D credit ended December 31, 2025. Lease and PPA providers may claim the federal 48E credit, which is a different structure and not a homeowner cash-purchase credit.

TEP publishes no upfront residential PV rebate on the rebates page. Its Energy Storage Rewards program is different: qualifying batteries can earn $120 per kW averaged over events in a season, described as roughly $360 per season and up to $720 annually, subject to program rules and event participation. That may matter to a household buying a battery for its own reasons. It does not make a battery automatically rational on every quote.

What the Tucson record changes in practice

A Tucson proposal has two clocks. One is the City of Tucson permitting clock. The other is the utility interconnection clock. SolarAPP+ can remove friction from an eligible city review, but it cannot turn a roof layout, a service change, a historic review or TEP paperwork into the same transaction. Treating those steps as one vague “approval” is how a simple schedule becomes a bad promise. Read the city residential permit page and the TEP solar material before accepting a completion date.

The Tucson fee schedule is useful because it exposes the small items a bundled quote can hide. The published photovoltaic charge is $112.82 for one to 30 panels and $184.23 for 31 to 100 panels. Supplementary equipment is separately listed, as is a digital filing fee. That does not mean every job costs the same at city hall. It means the homeowner can ask which line is array work, which line is electrical scope, and which line comes from the installer rather than the jurisdiction.

Historic review is not a trivia item in Tucson. Exterior work in an Historic Preservation Zone requires design review, and projects in HPZ or Neighborhood Preservation Zone areas are excluded from the same-day SolarAPP+ route. Before a designer uses every visible roof plane, ask whether the visible plane is also the review-sensitive plane. A slightly smaller layout that fits the review path can be more useful than a dramatic rendering that stalls immediately.

TEP rate choice is not an afterthought. The cited Basic tariff carries a $15 monthly single-phase service charge, while the cited Time-of-Use tariff has a $12 charge and summer peak from 3 to 7 p.m. weekdays. The correct comparison is not panel output against a single statewide electricity number. It is consumption by time block, the applicable tariff, expected self-use, and the RCP value for the remainder. A proposal that skips that partition is a production estimate pretending to be a savings model.

The PVGIS curve explains why an annual total can mislead. This model peaks in spring, with May just ahead of April, then softens through the middle of summer. Cooling demand can be rising while a roof’s modeled output is no longer at its spring high. That is precisely why bill history matters. Pair the chart with actual monthly consumption, especially if the home has large afternoon conditioning demand, a pool load or a recently added electric appliance.

Storage deserves its own decision. TEP describes Energy Storage Rewards as a performance program for qualifying batteries, with event participation and seasonal compensation. That can change a battery owner’s economics, but it does not replace the household question: what load needs backup, for how long, and what does the system do during utility events? Do not let a program description silently become a resilience claim. Get equipment limits, enrollment terms and dispatch control in writing.

The census snapshot makes the audience clear without promising that every resident is a buyer. Tucson has 225,095 households in the cited ACS input, with 51.7 percent owner occupancy and 59.8 percent single-family housing. A roof owner can evaluate a permanent installation. A renter, a household with association restrictions, or an owner facing an aging roof has a different decision. The pages that reduce all of those cases to “solar potential” are not doing the reader a favor.

There are deliberate gaps on this page. The research set does not confirm a TEP RCP value after the cited 2024 to 2025 period. It does not provide a published upfront TEP residential PV rebate. And it does not establish a current award amount for the city’s Solar Empowerment effort. Leaving those fields marked n.a. is not timid. It is the only defensible move until the primary program documents say otherwise.

Tucson address audit: what should be resolved before equipment is ordered

Start a Tucson review with the map, not with the panel count. The City of Tucson distinguishes the ordinary residential path from homes in Historic Preservation Zones and Neighborhood Preservation Zones. That distinction changes what the installer must submit and how quickly city review can move. Ask for the address overlay check as a saved document. If the property is outside those overlays, the automated SolarAPP+ route may be relevant. If it is inside, the project should be priced and scheduled as a design-review matter from the beginning. A contractor who discovers this after collecting a deposit has not performed the first useful local check.

The Basic tariff and the cited Time-of-Use tariff have different service charges and the Time-of-Use schedule has a summer weekday peak period. The proposal should name the plan used in its savings model and show how it treated household use during those hours. A house with laundry, cooling, cooking or charging occurring after solar production falls can behave very differently from a house with strong midday use. The bill interval and tariff are not boring attachments. They are the financial model.

The Tucson decision standard

Tucson has an unusually clear contrast between administrative speed and economic complexity. A qualifying array can move through an automated city route, yet the long-term value still depends on a tariff decision, consumption timing and an export framework that is not retail net metering. Keep those facts in their own columns. Permit speed answers how the project starts. It does not answer whether an extra kilowatt is valuable, whether a battery has a practical role, or whether a historic overlay changes the design. The cleanest Tucson proposal will explain its assumptions plainly, identify the RCP treatment, show a roof drawing and acknowledge every item that must still be verified at the address. That is a far better standard than “sunny city, fast permit, good deal.”
