Menifee's fee schedule shows its work. Item 7.109, "Residential up to 15 kW, State Set," started at $382.50 in the 2022 adopted schedule, moved to $405.08 effective July 1, 2025, and settled at $383 as the July 1, 2026 CPI-adjusted figure. Each additional kW above 15 costs $15 under item 7.110. All of it sits below the Government Code 66015 reference of $450 plus $15 per kW, which is presumably why the City tags the line "State Set" rather than defending a premium.
