Solar in Simi Valley: start with the permit fee discrepancy

Simi Valley publishes a $669.31 residential PV permit fee in its fee schedule. California Government Code 66015 states a $450 cap for systems up to 15 kW, plus $15 per kW above 15 kW, absent a written finding. The two documents do not match on their face. That is a reason to ask a careful question, not a reason to accuse the City of breaking the law.
The supplied fee schedule does not cite a 66015 finding or explain whether the number bundles other charges. Simi Valley also has a different Clean Power Alliance default from nearby Thousand Oaks: Lean Power, currently described as 40% clean energy. This page keeps the two facts separate and lets the documents say what they say.

The research did not locate a cited Simi Valley finding in the fee schedule, and it does not establish whether the published figure includes charges beyond the base PV permit. So the honest conclusion is not “the City is violating the law.” The honest conclusion is that $669.31 is higher than the statutory cap figure and the supplied documents do not resolve why.
Ask Building & Safety for the calculation used for your actual application, whether any charges are separate from the PV permit, and the applicable finding or authority if one exists. Then make the contractor state whether its price includes the full amount. That is better than a guess in either direction.
Simi Valley defaults to Lean Power, not Thousand Oaks' 100% tier
Clean Power Alliance serves Simi Valley and identifies Lean Power as the City's preferred energy option. Current CPA materials describe Lean Power as 40% clean energy content. Customers can request Clean Power or 100% Green Power instead. SCE continues to handle electricity delivery, so the household bill still has two functional pieces. New solar interconnections fall under the statewide Net Billing Tariff. CPA tells NEM and Solar Billing Plan customers to contact it for a customized comparison, rather than offering a generic self-serve solar table. For contractors, roof-mounted solar starts in SolarAPP+
Simi Valley says all contractors planning to pull new roof-mounted solar permits must apply through SolarAPP+. Owner-builders need to call Building and Safety before applying. The Customer Self Service Online Portal is used for registration, applications, plan-check status and payments. These are not interchangeable instructions, and the owner-builder carveout is easy to miss. City online submittal instructions.
The CEC tracker lists Simi Valley as a SolarAPP+ Platform jurisdiction with 2024 annual-report data and $80,000 in CalAPP funding awarded February 8, 2023. CEC says the tracker does not certify compliance, but the City's own page confirms the contractor workflow is active. CEC tracking file.
No standard plan-review turnaround commitment was located in the supplied City material. Avoid turning an automated route for qualifying contractor filings into a promise about every roof, every correction or every inspection slot.

Do not call an old climate-plan reference a live rebate
The research found historical climate-plan references to residential solar measures R2-E2 and R2-E4, but no dollar amount, current operating status or administering agency in the fetched document. That is not enough to call them a Simi Valley incentive. The climate plan is historical context only.
No active City-specific municipal solar or battery rebate was identified. Eligible households can instead investigate the statewide Residential Solar and Storage Equity budget, which lists $3,100 per kW for solar and $1,100 per kWh for storage. Have each bidder label the permit fee, SolarAPP+ route, CPA default product, SCE delivery rate assumption and expected export treatment. If the sales document cannot distinguish the $669.31 City figure from a statewide cap context, it is not ready for a signature.
