Size a Cape Coral system correctly

Florida’s PSC net metering regulation, Rule 25-6.065, applies by its own text to investor owned utilities. It is the rule behind most national solar content about Florida, with its standard interconnection tiers up to 2 MW, the 0.85 DC to AC conversion factor, and IEEE 1547 compliance, adopted in 2002 and amended effective April 2008 per the state rules gateway. LCEC is a cooperative, so none of that binds it.
What governs instead is board policy at LCEC, a not-for-profit distribution co-op founded in 1940 and headquartered in North Fort Myers, serving more than 240,000 customers across Cape Coral, Pine Island, Sanibel, Captiva, Marco Island, and neighboring communities. Members own the utility and equity returns to them over time. The upside is local control. The catch is that program terms can change by board decision rather than through a public PSC rate case, so read the current program page, not a two year old blog post.
Your surplus becomes a reserve bank, not a check
LCEC’s net metering program offsets consumption downstream of the meter first. When the array outproduces the house in a billing period, the excess is banked as reserves, and later months of higher consumption draw that bank down. During the year, surplus power is stored value against future bills rather than income.
This structure rewards a specific design: an array that tracks annual consumption closely. Seasonal households fit it surprisingly well, since spring overproduction can bank against summer air conditioning. The census profile explains why the stakes are high: 79,258 households, 77.7 percent owner occupied, 82.3 percent single family, and 95 percent using electric heat, which in southwest Florida mostly means electric everything.
January settles the leftovers at wholesale
Reserves that remain unused after the December billing cycle are paid out in January at a calculated avoided wholesale rate for the prior year, per the program page. LCEC does not publish that rate on the pages we fetched, but avoided wholesale cost sits far below the 13.54 cent retail average recorded for LCEC residential service in EIA’s 2024 Table 6.
The mistake people make here is treating Cape Coral’s big yield as a reason to build big. It is the opposite. Each kWh consumed on site is worth around 13.5 cents; each kWh left in the bank at year end is worth a fraction of that. The economic play is a system sized to the meter’s history, and any proposal pitching deliberate annual overproduction should have to defend the January math out loud.
The fee schedule is kinder than it looks
LCEC’s published fees tier the net metering interconnection application: $35.00 for Tier 1 systems of 0 to 10 kW, $1,000.00 for Tier 2 above 10 kW through 100 kW, $1,000.00 for Tier 3 up to 1 MW, and a $2,000.00 study fee when an interconnection study is required. A typical residential roof lands in Tier 1 and pays $35. The four figure numbers scare people in forums, but they belong to commercial scale projects. One portal, one permit type, one hard sequencing rule
City of Cape Coral permits flow through the EnerGov Customer Self Service portal, and contractors cannot file at the counter, per the Permitting Services Division. Owner-builders join the mandatory online process on July 1, 2026. Rooftop PV files as an Electrical, Residential application with the Photovoltaic permit type, submitted by a licensed electrical contractor, a certified solar contractor, or an owner-builder, per the city’s Residential Photovoltaic guideline, revised January 2026.
The sequencing rule bites hardest: the city will not issue a PV permit while an open roofing permit exists on the same structure. Households planning reroof plus solar must close the roof permit first, then file for panels. Reviews cover building, electrical, and floodplain where applicable, and inspections include the PV install, a photovoltaic final, and a structural affidavit. Ian rewired how this city permits rooftops
Hurricane Ian made its first US landfall on September 28, 2022 at Cayo Costa, directly offshore of Cape Coral and Fort Myers, as a Category 4 storm with 150 mph sustained winds, then crossed the coast again near Punta Gorda the same day, per the storm record. The mass reroofing that followed is exactly why the open roofing permit rule exists, and it is why flood documentation is a named part of the solar checklist: properties in flood zones need a FEMA packet and an elevation certificate before the PV permit moves.
Build the paperwork into the schedule rather than treating it as a surprise. A Cape Coral install that budgets time for floodplain review and roof permit closure runs smoothly. One that discovers those steps mid-project stalls for weeks.
Tallying the state and federal ledger
Florida shields residential solar twice. Section 193.624 keeps the just value attributable to a renewable energy source device out of a home’s assessed value for installations since January 2013, covering modules, inverters, storage, and wiring. Section 212.08(7)(hh) exempts solar energy systems and their components from sales tax. Neither requires an application fight; both are statute.
The federal side is thinner than it used to be. The Section 25D homeowner credit ended for expenditures after December 31, 2025, and because the law dates an expenditure to installation completion, a 2026 finish earns nothing, per the Congressional Research Service. No statewide Florida rebate and no LCEC rebate turned up in our research, so a Cape Coral quote should show zero incentive lines beyond the tax exemptions.
A flat, strong production curve
Cape Coral’s PVGIS run totals 1599.4 kWh per kW per year, the highest in our current batch, with March modeling at 154.2 kWh per kW and September at 117.7. Notice the shape: summer thunderstorm season actually dips below spring, so the curve is flatter than newcomers expect. That flatness pairs well with LCEC’s reserve banking, since monthly surpluses and deficits stay moderate.
Spring, not summer, is the modeled peak. Wet season clouds trim June through September.

Cheap power, strong sun, honest math

Low rates stretch payback even with elite sun. The offset value per kWh here is roughly half of what Connecticut cities see.
Vetting crews in a post-storm market
Ask three things of any bidder: who closes the roofing permit before the PV filing, who assembles the flood zone documents, and how the production model treats LCEC’s January true-up. Firms that work Lee County weekly answer without checking notes.
