Hollywood solar starts at the county, not on your roof

Two documents explain most of what makes a Hollywood solar project go smoothly or badly. The first is Resolution R-2025-363, adopted October 9, 2025, which sets the city's photovoltaic permit at a flat $160, second review included free. The second is the High-Velocity Hurricane Zone chapter of Florida's building code, which is why your drawing set needs sealed engineering built for 170 mph design winds before anyone touches a rafter. Between those two sits a routing quirk unique to this corner of Broward County: plans go to the county first through ePermits OneStop, then to the city for plan review.

None of this is a reason to skip solar in Hollywood. It is a reason to hire someone who has run this exact gauntlet before, because the sequence is unforgiving of improvisation and completely manageable with the checklist in hand. We lay out the whole path below, each step with its source.

Estimate a Hollywood roof

One line on a fee schedule does a lot of work

The city's Comprehensive Schedule of Fees, adopted by Resolution R-2025-363 and effective immediately on adoption, prices a Photovoltaic System permit, solar panels with stationary energy storage included, at $160 flat. The second plan review costs nothing, and every review after the second bills at $40 per 15 minutes. Contrast that with the general building formula in the same resolution: a $100 minimum on work up to $1,000, then 10.00 percent of the first $1,000, 2.20 percent up to $1 million, and tighter percentages above. On a typical rooftop array, the flat PV line saves real money versus valuation pricing, and the reviewer-time meter after review two is a built-in penalty for sloppy submittals. A contractor who gets it right by the second pass costs you $160. One who needs a fourth pass is spending your money at $40 per quarter hour.

County first, city second, and a portal migration in the middle

Hollywood's routing is genuinely different from its neighbors. Per the city's ePermits OneStop page, a joint City of Hollywood and Broward County website lets applicants submit plans for Broward County approvals before submitting to the City of Hollywood for permitting plan review. Two gates, in order. Meanwhile the city side is mid-migration: Hollywood is launching the Accela Civic Application in phases, covering permit applications, review status tracking, contractor registration, inspection scheduling, and status checks around the clock, with contractor registration having opened Monday, August 12. Until the dust settles, the working assumption should be that your installer confirms the current filing path the week of submission, not from memory.

The human fallback still exists. The ePermits counter is Room 320 at City Hall, 2600 Hollywood Blvd, open Monday through Thursday, 7 a.m. to 6 p.m., reachable at 954.921.3335 and epermits@hollywoodfl.org, with plan reviewer questions handled through the QLESS call back appointment feature. The city publishes no fixed residential solar review timeline on the pages we fetched, so we quote none. Distrust anyone who does without a source.

Who is allowed to pull the permit is a two contractor question

Hollywood's Solar Photovoltaic System Checklist encodes a licensing structure that surprises buyers from anywhere else. If an electrical contractor holding an EC license pulls the solar permit, a roofing contractor with a CCC license must pull a separate structural sub permit for the panel attachment. The one-contractor path exists only for a solar contractor holding a CVC license, who can pull the permit without a roofing sub, but still needs an EC licensed electrical contractor on the job. Either way, two licenses touch your roof.

Use that as a bid filter. Ask each company which license pulls the main permit and who handles the structural attachment sub permit. A clean answer takes ten seconds. A muddled one predicts the change orders. The rest of the required package, per the same checklist: the Broward County Uniform Permit Application from a licensed electrical or solar contractor, a scale roof plan with panel locations, an electrical diagram covering array configuration, wiring, overcurrent protection, the inverter disconnect, grounding, and the AC connection, plus spec sheets and installation manuals for every component.

The paperwork that proves your array survives 170 mph

All of Hollywood sits in Broward County, which the Florida Building Commission places inside the High-Velocity Hurricane Zone. The HVHZ wind load tables in Florida Building Code Section 1620.2 run 156, 170, 180, and 185 mph across the four risk categories for the county set that includes Broward, and the ASCE 7-16 fact sheet from that commission names Broward for the 185 mph Risk Category IV figure. A typical home is Risk Category II, which means the racking and attachment math on your drawings is being checked against a 170 mph 3 second gust, at Exposure C or D, with rooftop equipment loads following ASCE 7 Chapter 29.

That is why two Hollywood submittal items exist that inland Florida buyers never see. Every drawing set must carry either a Florida Solar Energy Center System Approval Report or signed and sealed engineered drawings. And Broward layers on the Mandatory Countywide Rooftop Mounted Equipment Affidavit under Board Policy 22-03, required with the city checklist. Read this as a feature. The engineering burden that slows a careless bid is the same one that keeps arrays attached when a real storm arrives, and it is the main reason attachment hardware and racking specs deserve more scrutiny in your quote than the panel brand does.

FPL nets monthly, banks for a year, then pays wholesale

Florida's net metering baseline comes from Statute 366.91, and the operating rules live in Rule 25-6.065. The cycle works like this: the utility installs two-way metering at no additional cost, excess generation in any billing cycle becomes a kWh credit against the next month, and those credits can stack for as long as twelve months. When the calendar year closes, the leftover balance converts to cash at an average annual rate keyed to the COG-1 as available energy tariff, a wholesale figure well below retail. The design lesson is the same one the rule quietly teaches everywhere in Florida: size near your actual consumption. Overbuild and your surplus eventually converts at the cheap rate.

The friendly parts deserve equal billing. A typical Hollywood rooftop lands in Tier 1, 10 kW or less, and the rule forbids charging Tier 1 customers any fee, application fees included, that retail customers without self generation do not pay. Requiring liability insurance at Tier 1 is off the table too. The rule also sets clocks the utility must honor: a completeness response within 10 business days, an executed interconnection agreement within 30 calendar days of a complete application, and at least 10 days customer notice before first energizing. Two sizing constraints to know on paper: gross power rating may not exceed 90 percent of your distribution service rating, and inverter systems count AC nameplate as DC nameplate times 0.85. FPL itself is enormous, roughly 11 million people served across 35 counties, with Broward generating sites including the Dania Beach Clean Energy Center next door, per the Ten Year Site Plan.

Florida's remaining levers after the federal credit ended

The federal picture first, because it changed the math for every 2026 buyer: P.L. 119-21 repealed the Section 25D homeowner credit for expenditures after December 31, 2025, and since the tax code treats an expenditure as made when installation is completed, a system finished in 2026 gets nothing, per the Congressional Research Service. Carryforwards from earlier expenditures survive indefinitely.

What Florida still offers is unglamorous and durable. Under Statute 212.08(7)(hh), a solar energy system or any component of one carries no Florida sales tax, and the Florida Solar Energy Center certifies the qualifying hardware list to the state. Statute 193.624 tells the appraiser to disregard whatever value the equipment adds when assessing a residential property, covering collectors, photovoltaic modules, and inverters plus wiring and structural supports, for installations on or after January 1, 2013, with the 2017 amendments running through December 31, 2037. There is no Florida income tax credit and no statewide rebate that we could verify on the PSC's renewable energy pages. So the honest Hollywood case is bill offset at retail, tax-free equipment, an untouched assessment, and, paired with storage, a house that keeps some lights on when the grid does not.

Coastal output, modeled without the brochure gloss

Our downtown Hollywood run models 1578.4 kWh per year per installed kW, and the shape of the curve matters more than the total. March leads at 153.2 kWh per kW while July manages only 128.4, because early summer convection and cloud buildup take a real bite out of the season national calculators assume is peak. Salt air is a maintenance variable on coastal blocks; ask what corrosion rating your racking carries.

The FPL price check

FPL averaged 13.71 cents per kWh across 5,236,277 residential customers in 2024, per EIA Table 6. FPL's own site blocks automated retrieval, so we quote the federal dataset rather than paraphrasing rate schedules we cannot fetch, and you should pull your actual bill for anything beyond planning math.
