St. Petersburg solar while the city decides who owns the grid

At midnight on July 31, 2026, Duke Energy Florida's 30 year franchise agreement with St. Petersburg expired. The lights stayed on. The question of who should run the wires did not go away: the city council has put up to 590,000 dollars into a municipal utility feasibility study, and the draft replacement franchise contains a buyout clause that would let the city move to purchase Duke's in-city assets after nine years. Here is the part that matters if you are pricing panels this year rather than following city hall: your interconnection today happens under Duke, an investor owned utility bound by Florida PSC Rule 25-6.065. That rule, not the franchise drama, sets your net metering terms, your tier, your insurance obligations and your sizing ceiling. Get the sizing right under the current rule and let the municipalization question resolve on its own schedule.

The grid fight, in the time it takes to read a bill

The old arrangement was simple: Duke paid the city 6 percent of area revenue, roughly 23 million dollars a year, for control of the rights of way, and the city separately collects a 10 percent municipal utility tax worth about 29 million dollars annually. Power Broker News laid out those numbers alongside the draft 10 year franchise, which adds something the old deal never had: after nine years the city can demand a valuation and condition assessment of Duke's electric system, then exercise a right to purchase the assets inside city limits.

Energy has become genuine local politics. A Dump Duke campaign backed by the Pinellas Democratic Socialists of America endorsed council member Brandi Gabbard in the August 18, 2026 mayoral primary against incumbent Ken Welch, former Gov. Charlie Crist and others, per WUSF's reporting. None of that changes a 2026 solar quote. What it changes is the confidence interval on year 15 of a payback model. A homeowner sizing a system today should treat the current Duke rate as real and treat any 25 year rate escalation assumption as a guess wearing a spreadsheet.

Duke Energy Florida is not small: 2024 EIA data shows 1,793,067 residential customers and an average residential price of 16.63 cents per kWh. The EIA sales file is the neutral benchmark we use for the calculator below, because a franchise standoff is a bad time to trust anyone's marketing rate.

Rule 25-6.065: the sizing decision hiding in plain sight

Florida's net metering rule for investor owned utilities, Rule 25-6.065, sorts customer systems into three tiers. Tier 1 covers systems of 10 kW or less. Tier 2 runs above 10 kW through 100 kW and requires at least 1 million dollars in general liability coverage. Tier 3, above 100 kW through 2 MW, requires 2 million. Tier 1 carries no added insurance requirement, which is why the 10 kW line is the single most consequential number in a St. Petersburg proposal.

The rule measures gross power rating in AC, and for inverter based systems it defines AC nameplate as DC nameplate times 0.85. Work that backwards: roughly 11.7 kW of DC panels still lands at or under 10 kW AC and stays in Tier 1. An installer who quotes a 12.5 kW DC array without mentioning the tier boundary has either not read the rule or is hoping you have not. The rule also caps the system at no more than 90 percent of your utility distribution service rating, so a home with a small service panel has a second ceiling to respect.

One more reason not to oversize: the standard interconnection agreements under the rule reference IEEE 1547, and the paperwork burden rises with the tier. In a utility territory that might change hands within a decade, the clean move is the boring one. Stay Tier 1, skip the insurance rider, and size to the house rather than to the roof.

The permit file reads like a structural project. It is one.

St. Petersburg is not an instant permit city, and pretending otherwise sets up a bad month. The Construction Services and Permitting Division runs electronic submittals through ePlan Review, with a hard clock: applicants get 10 business days to complete the upload or answer comments before the application is denied and the workflow terminated. Effective October 1, 2025, every submittal also needs a notarized application before a permit will issue. Completed applications go to permits@stpete.org or the Municipal Services Center at One 4th Street North, per the City's forms page.

The City's solar submittal checklist is where the hurricane reality shows up. It demands engineered spec sheets for every manufactured component, an electrical diagram covering the array, wiring and building connection, and attachment and flashing details sealed by a design professional for the Wind Zone and site conditions. A planset vendor that produces drawings for this jurisdiction pegs the design values at 150 mph wind speed, Exposure Category B, Risk Category II under the 2023 Florida Building Code, though that page is a secondary source, not an adopted city document. Either way: in 2024, Hurricanes Helene and Milton hit St. Petersburg within two weeks of each other. The sealed attachment details are not bureaucratic theater.

Adding a battery? The same checklist requires a summary of all standby loads with power ratings and estimated daily energy consumption for each, to prove the inverter and battery selection can carry the backup plan. Budget note: the City's temporary 25 percent permit fee reduction expired July 1, 2024 and fees reverted to the standard schedule. We could not confirm a flat solar permit dollar figure from the City's fee page this session, so ask your contractor to show the fee line from Click2Gov rather than estimate it.

361 sunny days, and a production curve with a spring peak

The nickname is earned. St. Petersburg markets itself as The Sunshine City with 361 days of sunshine a year and a Guinness World Record of 768 consecutive sunny days set between 1967 and 1969, per the city's Wikipedia entry. Our own model puts a fixed south facing kW at 1,635.7 kWh per year downtown.

Flat production plus year round cooling load, in a city where 90.9 percent of homes heat with electricity per Census ACS 2023 data, means winter bills participate in the payback instead of dragging it.

No state credit, three quiet subsidies

Florida has no personal income tax, which the Department of Revenue confirms, so there is no state tax credit to chase and no reason to let a sales rep imply one. What Florida does instead is remove friction. Solar energy systems and their components are exempt from sales tax under Statute 212.08(7)(hh). And under Statute 193.624, the just value a renewable energy device adds to residential property may not be considered in the assessment, for devices installed on or after January 1, 2013. Panels, inverters, wiring, mounting and storage all fall inside that definition.

The federal side is the sober note. The 25D homeowner credit was repealed for expenditures made after calendar year 2025 by P.L. 119-21, with carryforward preserved for credits already earned, as the Congressional Research Service explains. St. Petersburg payback in 2026 rests on the 16.63 cent Duke rate, the sales and property tax treatment, and the production itself. That math can still work. It just no longer gets a 30 percent federal head start, and any quote showing one is describing 2025.

Check the license class before the brand wrap

The City's checklist is blunt about who may do this work: PV systems must be installed by a CV licensed solar contractor or an electrical contractor holding an EC license, and specifically not a CW contractor. Licenses verify through the Pinellas County Construction Licensing Board, per the solar checklist. That is a five minute lookup that filters the field faster than any review score.

Did solar rules change when the Duke franchise expired?
No. The franchise expired at midnight July 31, 2026 with no interruption to service, and net metering still runs under PSC Rule 25-6.065 because Duke remains the investor owned utility serving the city. WUSF report.
