High Point solar: before you price panels, find out who sends your power bill

National solar sites treat High Point as Duke Energy territory and quote Duke rules. For most homes here, that is flat wrong. The city has run its own electric utility since 1893, High Point Energy now serves almost 44,000 customers over 700 miles of circuits and 14 substations, and its solar program is nothing like Duke's. There is no net metering. The city buys every kWh your roof produces at 4.041 cents and sells you every kWh you consume at full retail. The city's own FAQ works the payback out to 16 to 32 years.

We install solar for a living and we are telling you the municipal math is hard. This page lays out both tariffs, the one that covers most of the city and the Duke Energy Carolinas terms that apply where DEC serves, so you can figure out which one you are actually under before anyone quotes you a system.

First step: check your bill header

If your electric bill comes from the City of High Point, read the municipal sections closely. If it comes from Duke Energy, skip to the Duke section and the calculator.

Which High Point are you in

North Carolina runs on 3 investor owned utilities, 27 cooperatives, and 76 municipal utilities, and High Point is the rare city of this size where the municipal system dominates. High Point Energy reports almost 44,000 customers against roughly 46,677 housing units counted in 2010, so the city system covers most addresses inside the limits. Duke Energy Carolinas serves the western half of the state including the Piedmont Triad, and it picks up parts of the wider High Point area, but no fetched map draws the boundary parcel by parcel. The state's own provider map says as much about itself.

The city buys its wholesale power as one of 19 member cities of North Carolina Municipal Power Agency Number 1, where it holds an 18.96 percent stake tied to the Catawba nuclear plant. That structure keeps retail prices low: the 2024 EIA average for the municipal utility was 11.63 cents per kWh across 38,079 residential customers, against 13.94 cents for Duke Energy Carolinas statewide. Cheap power is great for your bill and quietly terrible for solar economics, because every avoided kWh is worth less here than almost anywhere else we cover.

Buy all, sell all at 4.041 cents, and why load shifting cannot save you

On the municipal system, a rooftop system does not offset your usage at all. The city's solar FAQ spells out a buy all, sell all arrangement: your production is metered separately, the city pays 0.04041 dollars per kWh for all of it as a monthly bill credit, and you keep buying your full consumption at Rate R. Residential systems are capped at 10 kW DC, which the city describes as about 25 to 30 panels, so oversizing to chase production income is off the table. Commercial systems cap at 20 kW DC.

Understand what that structure kills. In a net metering state, running the dishwasher at noon means solar power you never buy from the grid. Here, midday self consumption does not exist as a concept: every kWh you produce earns the same 4.041 cents whether you were home or not, and every kWh you use costs retail regardless. Batteries, load timing, smart thermostats, none of it changes the solar math on this tariff.

The city is at least honest about the result. Its FAQ examples work out to roughly 16 years of simple payback at 1 dollar per watt installed and roughly 32 years at 2 dollars per watt, and 2 dollars is closer to what turnkey residential work actually costs. The city frames net metering as a cost shift to non solar customers, says solar accounts cannot be prepaid, and lists a utility contact for questions: Brad Wright, 336.883.3054. One caution: the same FAQ still claims a 30 percent federal tax credit runs through 2032. That is outdated, as the incentives section below explains.

Rate R, itemized

The consumption side of the ledger comes from the Residential Rate R schedule effective July 1, 2024. The fixed charge does a lot of work: 31.51 dollars a month before the first kWh, which solar can never touch. Energy charges run 8.1265 cents for the first 350 kWh year round, then 8.5498 cents above 350 from July to October and 7.2258 cents above 350 from November to June. North Carolina sales tax rides on top, and the rate schedule page lists riders including EDC-1, REPS, and EVCL2.

On the Duke side of the line, different rules entirely

If Duke Energy Carolinas bills your address, forget everything above. DEC's Residential Schedule RS runs 14.00 dollars a month plus 12.2603 cents per kWh, effective January 1, 2026. Solar exports flow through the Solar Choice Rider RSC, which credits net excess at 4.53 cents per kWh, requires the RSTC time of use rate with critical peak pricing at 42.7695 cents during called events, carries a 22 dollar minimum bill, and adds a non bypassable charge of 1.01 dollars per kW per month. That is not old school net metering either, but self consumption still counts on the Duke side, which makes it a materially better deal than the municipal tariff.

Two Duke dates matter in 2026. The legacy net metering bridge Rider NMB closes to new participants January 1, 2027, with a 2026 statewide pool of 38,700 kW AC, so anyone chasing it is racing a deadline and a queue at the same time. And Duke Energy Progress merges into Duke Energy Carolinas on January 1, 2027, which is why quotes and tariff sheets may carry either name this year. DEC customers also have access to PowerPair, up to 9,000 dollars for a solar plus battery pairing at 0.36 dollars per watt AC for solar and 400 dollars per kWh for battery, and interconnection at or below 20 kW costs 100 dollars. None of that reaches municipal customers.

What survives 2026: one property tax break, and not much else

The federal 25D residential credit is gone. Public Law 119-21 terminated it for expenditures after December 31, 2025, so a 2026 High Point purchase gets no federal residential credit, whatever the city FAQ still says. North Carolina offers no state income tax credit for residential solar, and our review of the current sales tax statute located no residential solar exemption either.

What remains is real but modest: under GS 105-275(45), 80 percent of a solar electric system's appraised value stays out of the property tax base, statewide, no application quirks specific to High Point. The city's 2026 NCMPA1 efficiency rebate program is commercial and industrial lighting only, capped at 20,000 dollars per year, so do not let anyone wave it at a residential solar quote.

Permits are the easy part; the tariff is the obstacle

Permitting runs through the Development Services Center Permit Center, phone 336-883-3151, counter open 8 a.m. to 4 p.m. daily, with applications and inspection scheduling on the Accela Citizen Access portal and a dedicated guide site at BuildHighPoint.com. Inspections can be requested through Accela until 6 a.m. the same business day, which is faster turnaround than most cities we cover.

The fee schedule is almost charmingly small. Residential electrical work runs 75 dollars per line item over the counter, the residential minimum is 75 dollars per trade, and a 10 dollar NC Homeowner Recovery Fee applies on residential permits issued to general contractors. Best of all, the same schedule carries a Photovoltaic Energy System permit rebate of 40 dollars residential and 80 dollars commercial. The city will knock 40 dollars off your solar permit while paying you 4 cents for your power. Make of that what you will.

The sun is not the problem

Here is the frustrating part: High Point has genuinely good solar resource. Our PVGIS run puts a High Point roof at 1,478.5 kWh per installed kW a year, and the 1991 to 2020 normal annual snowfall is just 1.9 inches at 866 feet of elevation in a humid subtropical climate. May models 143.8 kWh per kW and even December holds 92.7. A roof here outproduces the same roof in Buffalo by a wide margin. The tariff, not the weather, is what stretches payback past a decade and a half.

Furniture city housing stock, four counties deep

High Point is the only North Carolina city spread across four counties, Guilford, Davidson, Forsyth, and Randolph, with 114,059 residents at the 2020 census and an estimated 120,571 in 2025. The housing profile actually suits rooftop solar: ACS 2023 counts 45,043 households, with 58.1 percent owner occupancy and a 71.6 percent single family share, and 48.4 percent of homes heat with electricity, among the higher electric heat shares we have written up. Median household income sits at 61,228 dollars.

Two local wrinkles. The furniture economy still anchors the city, with Ralph Lauren at 3,008 employees and Atrium Health Wake Forest Baptist and Aetna at 2,200 each, and the market district's legacy shows up in five historic districts including Oakwood, Washington Street, and the Highland Cotton Mills Village. If your house sits in one, expect design review questions before a permit. Everything about this housing stock says solar city, except the tariff underneath it.

A short installer list, and why it is short

Our High Point pull surfaced exactly two companies, one with a three star rating on two votes and one with a single five star review. We will not pad that into a top ten list. A thin bench is what a 4.041 cent production credit produces: installers concentrate where the tariff pays, and around here that means Duke territory. If you are on the municipal system, expect quotes from Triad regional firms rather than a deep local market, and make every one of them walk you through the buy all, sell all math for your specific address before you sign.
