But the electricity side is still address-specific. APS and SRP both serve Chandler. A proposal that knows the permit fee but not the utility is polished in the wrong place.

Chandler publishes a real permit price and a real target

City of Chandler Building Safety is the authority having jurisdiction, and the citywide fee schedule lists a $150 residential solar photovoltaic permit fee. It separately lists $100 for electrical service at or below 400 amps, a plan-review fee equal to 65 percent of the permit fee, and higher charges for expedited review. The city’s Development Services time-frame document assigns Residential Miscellaneous, including Solar PV and solar water heaters, an overall 10-working-day review time frame. That is specific enough to plan around, though it is not a contractual installation date.

Submittals use electronic plan review. Chandler’s material does not confirm a named instant-permitting portal or SolarAPP+ route. Do not confuse electronic submittal with automated same-day approval. It is better to give an honest 10-working-day expectation than to market a process the city does not claim.

Review point 2

The utility line is the real Chandler dividing line

Chandler households can be served by SRP or APS. SRP’s map places Chandler in its service territory with APS pockets, and Chandler’s 2026 APS franchise ordinance confirms APS presence. That means a proposal has to name the utility at the address. It is not enough to say the city is an SRP town or an APS town.

SRP’s Customer Generation plan lists tiered monthly service charges, seasonal prices and a demand component under the E-27 tariff. It is scheduled to end in the November 2029 billing cycle. SRP also offers export-rate plans with published retail TOU prices. Before an installer assigns any export value, the homeowner should decide which SRP plan is actually being modeled. The plan is not a footnote. It is the rate structure.

Review point 3

SRP’s export statements conflict, and APS tariff specifics were not verified

SRP’s compare-solar and Time-of-Use Export pages publish 3.45 cents per kWh for export-rate plans. SRP’s rooftop solar page separately publishes 1.87 cents per kWh for the same plan family. Both URLs are linked on this page. SRP publishes conflicting figures, so we do not state either as fact. Get the live ratebook and require the proposal to cite the exact line item it uses.

APS residential solar uses the ACC Resource Comparison Proxy mechanism rather than classic retail net metering. The current APS residential rate-plan names and per-kWh charges were not verified in this source set, and we will not invent them. An industry association reported a 2026 APS export action, but the ACC meeting highlight did not publish the numerical figure. That is an n.a. gap. Use the address, current tariff and a written quote before treating an APS estimate as settled.

A Chandler roof produces strongly, then the details take over

Our Chandler PVGIS run estimates 1,802.7 kWh per kW annually. May is the best modeled month at 173.2 kWh per kW, and December is 123.3. That curve is practical because it prevents an annual production estimate from hiding the seasonality that meets a time-of-use bill. A system may produce well in a month when its household value depends on cooling load, export timing and the selected plan.

We use a fixed south-facing mount, 30 degree tilt and 14 percent losses at downtown Chandler coordinates. A real roof can face east or west, carry shading, have limited clean roof area, or require electrical work. The model is the baseline. A site plan is the project.

Incentives need a clear label

Arizona's Form 310 credit remains a verified state incentive: 25 percent of the cost, capped at $1,000 for all qualifying solar devices at the same residence. The federal residential 25D credit ended December 31, 2025. A lease or PPA provider may claim 48E, but that is provider economics, not a homeowner credit. Do not let a quote put those two categories in the same column.

Chandler does not publish a residential solar rebate in the reviewed material. SRP lists a limited-time $250 demand-management offer for solar customers who purchase and install a qualifying system, a REC purchase program paying $0.005 per kWh generated, and a Battery Partner Program with bill credits whose dollar amount is not published. APS battery-rebate detail is n.a. in the allowed source set. Those limits need to be stated before anyone adds them to a return calculation.

Chandler-specific checks that belong in the proposal

Check 1

Chandler is the Valley page where permit scope can be discussed with an actual published city number. The reviewed fee schedule lists $150 for a residential photovoltaic permit. That is useful because it prevents the common move of calling every permit cost unknowable. It is not permission to assume the entire electrical scope costs $150. A main-panel change, plan revision, structural issue or utility requirement lives outside that single line item.

The city’s published 10-business-day review target is a target for a complete residential application, not a promise of a finished solar project in two weeks. E-plan submittal, corrections, inspections and utility release are separate pieces. Ask the contractor what “permit submitted” means in their schedule. If the answer does not distinguish city approval from interconnection permission, the schedule is too vague to use for a financing or move-in decision.

Confirm the provider from the bill and service address before evaluating export compensation or rate design. APS specifics are n.a. in this source set, so this page does not invent them. The city has its own municipal solar examples, including installations on city facilities. That supports one narrow conclusion: solar is a normal type of project in Chandler’s built environment. It does not support the larger sales claim that a particular house will save a particular amount. The practical design sequence is simple and deliberately unglamorous. Verify the electric provider. Pull 12 months of bills. Identify roof condition and electrical scope. Check whether the $150 city permit line is the correct job category. Then ask for a month-by-month production estimate and a line that separately values self-consumption and exports. This order catches the expensive assumptions before the homeowner becomes emotionally attached to an array size.

Chandler’s cited ACS figures show 102,852 households, a $105,675 median household income, 72.3 percent owner occupancy and 69.7 percent single-family housing. That context explains why rooftop solar is frequently marketed here. It says nothing about an HOA architectural review, a tile roof’s condition, a shaded rear plane or the utility serving a particular cul-de-sac.

Decision note 1

A Chandler buyer can use the $150 fee as a diagnostic. Ask the contractor to mark the city permit amount on the price sheet, then show every item that is not that fee: engineering if any, electrical changes, utility paperwork, inspection coordination and any financing charge. This does not tell you whether the total bid is fair by itself. It does stop a familiar trick, where a known public charge is folded into an opaque “processing” bucket that cannot be compared across bidders. There is a sequencing problem hiding inside the phrase “install date.” City review is one checkpoint, not the finish line. A homeowner can have an approved permit while waiting on utility procedures, equipment availability, roof repairs or an inspection. Ask for a calendar that names who owns each handoff and what evidence closes it. A date without dependencies is not a schedule. It is an optimistic sales statement. That distinction matters most when a buyer is coordinating a remodel, a move, a financing milestone or an expiring quote.

Chandler’s roof stock is varied enough that a system size should never be lifted from a neighbor’s proposal. For SRP customers, demand language is a signal to slow down. Some solar plans use structures that cannot be summarized by an all-in cents-per-kWh claim. A house with a high short-duration evening spike may see a different bill result from a house with the same monthly consumption spread smoothly across the day. The relevant evidence is interval data where available and a tariff model that names the plan. If the proposal only asks for the monthly bill total, it may not be collecting the information needed for a reliable comparison.

The city’s solar discussion should not overpromise a resilience outcome. Rooftop modules alone typically stop producing for safety during an outage unless the system is designed with the appropriate equipment and operating mode. This page does not publish a Chandler battery incentive because the reviewed material does not confirm one. A useful bid comparison for Chandler has a narrow goal: expose assumptions. Before commitment 1

Ask for the Chandler application package before the final payment schedule is accepted. The package should identify the project address, array size, equipment, roof attachment method and electrical scope in the same terms that will reach city review. A homeowner does not need to become a permit technician. The point is simpler: the documents should describe the same project that was sold. If the drawing, contract and verbal story disagree about panel count or service work, resolve it while the buyer still has room to choose.

The 10-business-day city target makes completeness valuable. A missing structural detail or an unclear electrical diagram can matter more than a salesperson’s claim of fast processing. Have the installer explain their correction policy. Who responds to a city comment? Is any redesign included? Does a correction change the contracted price? Those answers are operational details, but they reveal whether the contractor has actually planned for the permit path or simply expects the office to sort out the scope later.

There is a difference between a house that consumes a lot of electricity and a house that creates a valuable solar profile. A Chandler household with weekday daytime occupancy may use output as it is produced. A household empty during the day may export more. Cooling, cooking, charging and pool schedules all shift that balance. Request a model that says what fraction of output is consumed on site and what fraction is sent outward. Without those two fields, the estimate conceals the assumption that drives the savings figure.

Roof condition should be priced as a decision branch, not as a late surprise. If replacement is likely during the expected panel life, ask for a current-install option and a reroof-first option. Include removal and reinstallation assumptions rather than assuming the original installer will perform future work at no cost. A small delay before installation can be cheaper than putting equipment on a roof that needs attention shortly afterward. This is basic asset sequencing, even if it does not make for an exciting sales presentation.

A loan offer needs to be translated into total obligation. Chandler homeowners should see cash price, financed principal, dealer fees if any, term, rate, payment changes and the handling of any anticipated tax credit. A low monthly payment can be produced by a long term or a high embedded fee. It is not inherently a better offer. Compare total dollars and assumptions across bids. Battery language requires one more layer of specificity. “Backup” can mean an automatic outlet circuit, selected essential loads, partial HVAC support or a whole-home system. The equipment, wiring and cost change with each definition. Chandler buyers should write the desired outage outcome in a sentence before comparing battery quotes. Then ask the contractor to identify which loads are actually backed up, how the system behaves when the battery is depleted and whether solar will recharge it during an outage under the offered configuration.
