Solar in Clovis: the City has a permit path, not a published price

Clovis has a real automated permitting story. The City offers an automated real-time path for eligible contractor-filed residential roof-mounted PV, uses an EnerGov Customer Self Service portal, and appears as an active SolarAPP+ jurisdiction. The frustrating part is smaller and more basic: the City does not publish a current, exact residential PV permit fee anywhere we could find in the supplied research.
That means the right answer is “fee not published,” not a guessed number copied from a planning schedule or a different Clovis in another state. Add PG&E's roughly 39.6-cent 2024 residential average and no Fresno County CCA to the mix, and this becomes a straightforward solar market with one document-trail gap worth making visible.
Test the system, but leave the unknown fee as unknown
Use a local production range to compare designs. Request the actual City fee from the portal or Building Division before treating project cost as final.

The City's Building Division says all residential roof-mounted and ground-mounted photovoltaic permits have a new fee structure and points readers to a 2023 Code Notice to Industry. The supplied research did not find a linked fee schedule or dollar figure for the PV permit on the Building page, CSS portal page or targeted search for that notice. So this page does not make one up. City Building Division page.
The City's Planning Division fee schedule is not an answer. It covers land-use entitlements such as use permits, variances and annexations, not building or photovoltaic permits. A similarly named calculation document surfaced on a Clovis, New Mexico domain and was not confirmed as a Clovis, California authority. Neither belongs in a Clovis solar quote. California's fee cap context is still relevant: Government Code 66015 sets the residential PV threshold, and Clovis Municipal Code Chapter 8.14 says solar permitting fees must comply with Government Code sections 65850.55, 66015 and 66016. That says something about the governing rule. It does not supply today's fee. Code section 66015 and Clovis Chapter 8.14.
Clovis offers three ways to get a PV permit into the system
Effective September 30, 2023, the City describes three routes for photovoltaic permits: in-person plan and application submittal, online plans for review and approval, and an automated real-time permit for new residential roof-mounted PV. The automated lane is for licensed contractors, not owner-builders, and projects must meet the City eligibility list and Solar Bulletin 2023-01 criteria. City pathway description.
The Customer Self Service portal is EnerGov-based and handles online residential applications, documents, invoices, payments and inspection scheduling. SolarAPP+'s installer directory also lists Clovis as active for Solar, Solar + Storage, Main Panel Upgrade and Main Breaker Derate product types. That is a useful operational confirmation, not a promise that any particular project qualifies. CSS portal and SolarAPP+ directory.
For a conventional project, the City's submittal document covers plan-set contents, fire access pathways and energy-storage placement limits. There is no CCA layer between Clovis and PG&E
PG&E's service-area page lists Clovis-area ZIP codes. Its CCA list does not include a program serving Fresno County, so a typical Clovis household is not comparing PG&E delivery with a local community-choice generator. PG&E service territory and PG&E CCA list provide the check.

Net Billing applies to applications on or after April 15, 2023. The adopted materials list a standard PG&E residential ACC Plus adder of 2.2 cents per kWh, but exports are still governed by hourly avoided-cost values. If a forecast credits every annual kWh at a single PG&E average price, it is a screening model, not an account simulation. CPUC ACC documentation.
Clovis is a strong valley production market, with ordinary roof constraints
Our downtown run gives Clovis 1,643.3 kWh per installed kW annually. May reaches 170.2 kWh per kW; December drops to 84.0. The city shares San Joaquin Valley context with Visalia, but the local performance screen still begins at the roof, not the county map.
May is the model high at 170.2 kWh per kW. The best use case is output that meets demand when it occurs.

The sensible incentive screen is address-specific
No Clovis municipal solar or battery rebate was located in the supplied City materials. The statewide Residential Solar and Storage Equity budget lists $3,100 per kW for solar and $1,100 per kWh for storage for qualifying low-income residential customers. Clovis' San Joaquin Valley setting makes DAC-SASH relevant to investigate, but the program is based on more than regional identity. GRID Alternatives requires an owner-occupied single-family home, income-program eligibility and a qualifying disadvantaged-community location. DAC-SASH criteria.
