Solar in Elk Grove: SMUD rates make this battery-shaped

Elk Grove solar does not live in California's CPUC Net Billing world. It is SMUD country. The 2024 average residential price was 17.87 cents per kWh, dramatically lower than the Bay Area utilities people often compare it to. New systems receive SMUD's Solar and Storage Rate, which pays a flat 9.6 cents per kWh for exports effective June 1, 2026. That tariff is the project.
The honest result is less flashy: low grid prices can mean longer payback, even with a good roof. The question is often battery-shaped. Can the home move solar into the 5 to 8 p.m. SMUD peak, rather than send it back for 9.6 cents? Start there.
Test the evening value, not just annual output
SMUD pays 9.6 cents for exports while its weekday evening peak is far higher. Start by testing how much solar stays useful after sunset.

SMUD is publicly owned, not a CPUC-regulated investor-owned utility. Its cited 2024 average residential price is 17.871 cents per kWh. Compare that with PG&E's 39.618 cents in the same EIA table and the central issue comes into focus: panels have less expensive electricity to displace in Elk Grove.

SMUD raised the export compensation from 7.4 cents to 9.6 cents on June 1, 2026. That is meaningful, but it remains below the summer peak retail price. A battery that shifts solar into the evening can be more consequential than pushing more panel capacity into flat-price exports.
Battery-shaped does not mean everybody needs a battery
SMUD residential solar customers remain on the 5 to 8 p.m. Time-of-Day rate. A battery can absorb daytime solar and reduce the evening peak purchase. Whether that pays depends on load, battery cost, backup needs and actual dispatch. The wrong move is treating the 9.6-cent export price as if it were a reason to automatically add storage.
Existing NEM customers approved before March 1, 2022 may remain on the legacy rate through December 31, 2030, subject to exceptions. Moving into a solar home, increasing system size beyond the stated threshold or adding storage with SMUD incentives can trigger the move to SSR. Read the transition rules before expanding an older system.
SolarAPP+ is live, but it is not a one-agency permit
Elk Grove lets licensed contractors run eligible rooftop residential PV through SolarAPP+ and then apply in eTRAKiT. The City charges $224 for PV through 10 kW, $361 from 10 to 15 kW and $400 from 15 to 20 kW. The 2025 fee booklet also splits 60 percent of the fee at submittal and 40 percent at issuance.
There are two outside-agency gates before City submittal: a SMUD approval letter and a Cosumnes CSD Fire approval letter. That is the operational reality. SolarAPP+ removes a slice of City plan review, not the need to coordinate the utility and fire approval. The City's SolarAPP+ instructions list both letters.
Good production, but not Bay Area utility economics
The modeled annual output is 1,637.8 kWh per kW, peaking in August at 176.2. That is solid Central Valley production. It should not be used to borrow a PG&E-style payback story. SMUD's lower retail price is the dominant difference.

This Elk Grove production input comes from a Solar Learning Lab PVGIS v5.2 run on August 23, 2026 using the NSRDB database. It assumes a fixed south-facing system at downtown coordinates, 30 degree tilt and 14 percent losses. It is a benchmark, not an installer production guarantee. PVGIS is a standardized model, not a guarantee for a specific roof.
The right bid shows the gatekeepers and the operating tariff
The ACS inputs used here put Elk Grove's single-family housing share at a very high 89.3 percent. That makes rooftop solar physically relevant to a lot of homes. It does not make the deal automatic. A useful proposal identifies the SMUD interconnection path, CCSD Fire approval, City permit fee, Time-of-Day profile, export value and whether storage is for backup, savings or both.
The standard path for systems up to 38.4 kW has a minimum three-business-day first plan review. The older expedited city code describes same-day counter issuance or one to three business days for electronic applications for small systems. The code and current SolarAPP+ instructions should both be checked against the exact scope.
Compare bids on battery logic, not monthly-payment theater
The local list includes firms in Elk Grove and Sacramento. Ask each one to model a solar-only system and a storage option with the same consumption data. Then require the proposal to state the assumed export quantity at 9.6 cents, the 5 to 8 p.m. peak offset and the financing cost. That turns “battery-ready” into something you can evaluate.
