Solar in Vacaville: the $75 permit city

California law allows cities to charge up to $450 for a residential solar permit, and most Bay Area cities charge exactly that. Vacaville charges $75. Not a typo, not a promotion: a flat rate line in the city's FY 2026-27 fee document, roughly one sixth of what Peninsula cities collect for the identical piece of paper. The permit also issues instantly online, at any residential kW size, with a main panel change out folded in automatically if you want one.
The other thing that makes Vacaville simple is what it lacks. Benicia, Fairfield, Vallejo, and unincorporated Solano County all buy generation through MCE, a community choice aggregator. Vacaville does not, so a Vacaville bill is plain PG&E bundled service with no second supplier to decode. Cheap permit, instant issuance, one utility. The complications here are physical instead: summer heat that trims panel output while inflating the very bills solar is meant to kill.

Estimate Vacaville solar$75 against a $450 statewide ceiling
The number sits in the Flat Rate Fee Basis table of the city's Service and Facility Rental Fees for fiscal year 2026-27: Solar Panels, $75, with non-residential charged on a valuation basis instead. The Building Division publishes that workbook on its fees page as the plan check and inspection fee document. For scale, Government Code 66015 permits up to $450 plus $15 per kW above 15 kW for residential PV. Vacaville prices at a sixth of its legal ceiling, which quietly says something about how routine the city considers this work.
Context from the same table keeps the picture honest. A residential re-inspection costs $75 per visit, so a failed inspection doubles your government cost. Off hours inspections run $112 per hour with a two hour minimum. And the city states plainly that refunds are generally not available for photovoltaic permits issued online, per the building permits page. Cheap is not the same as casual: pull the permit when the project is actually ready.
Symbium issues the permit while you sit there
Vacaville partnered with Symbium to satisfy SB 379, the 2022 law codified at Government Code 65850.52 requiring automated residential solar permitting. On the Symbium page, the applicant enters the property address, selects Rooftop Solar or Battery Storage, answers a short questionnaire, and the platform checks state and local code compliance and issues the permit automatically. No manual review, no counter visit. Symbium verifies contractor and business licenses along the way.
Two city statements sharpen the offer. Residential rooftop permits of any kW size are available online, and a solar permit automatically includes a main panel change out if one is desired, per the city's building permits page. That second clause is worth real money: in many jurisdictions a service upgrade is its own permit with its own fee and its own queue. Here it rides along.
Projects that fall outside the automated lane go through the e-TRAKiT portal under three named types, Solar Residential OL, Solar with ESS Residential OL, and ESS Only Residential OL, with processing of approximately 1 to 3 business days depending on staff availability, per the residential solar permits page. Do not let anyone present that 1 to 3 day figure as the Symbium timeline; the automated path has no wait at all. One address caveat: the CEC dataset shows unincorporated Solano County on SolarAPP+ while the city runs Symbium, so confirm you are inside city limits before opening either portal.
Four Solano communities joined MCE. Vacaville is not one of them.
MCE's own service map lists its Solano County members: Benicia since 2015, unincorporated Solano County since 2020, Vallejo since 2021, and Fairfield since 2022, per the areas we serve page. Its Solano County page shows participation between 80 and 88 percent of accounts in those four. Vacaville appears on neither list. The CPUC's 2026 CCA formation status report, which tracks all 25 operating CCAs, records Hercules as MCE's only reported expansion. The city did study the question, holding workshops with MCE in 2023 ahead of a council decision scheduled for June 13, 2023, per local coverage, but the present tense fact is unambiguous: no CCA serves Vacaville today.
So a Vacaville household buys both delivery and generation from PG&E, which lists the city inside its service territory on its service area page. For solar shoppers this is a genuine simplification. There is no CCA export adder to chase, no second rate schedule, and no risk of a proposal quoting a generation rate your address cannot get. On the tiered E-1 plan, the generation component alone is 12.762 cents per kWh inside a 33 to 41 cent retail price, per the joint rate comparison and PG&E's March 1, 2026 pricing.
Export rules are the standard statewide set. Any interconnection application dated April 15, 2023 or later lands on the Net Billing tariff of Decision 22-12-056: no netting, monthly charges with an annual true up, credits tied to hourly Avoided Cost Calculator values, a nine year value lock for glide path enrollees, and system sizing capped at 50 percent above the last 12 months of usage, per the decision text. Solar Billing Plan customers land on a time of use rate, Electric Home by default, and export credits never apply against non-bypassable charges, as PG&E explains.
The heat giveth bills and taketh panel efficiency
Vacaville summers routinely clear 100 degrees, July averages a 97.3 degree daily maximum, and the record is 115, per the climate record. Hot silicon is lazy silicon: module output drops as cell temperature climbs, which is why a sun-blasted inland roof does not automatically out-produce a milder one by the margin the sunshine suggests. Our model puts a downtown Vacaville roof at 1,672.5 kWh per year per installed kW, with July at 180.5 and August right behind at 180.1.

Housing stock is the quiet advantage. Per the state's 2026 estimates, 27,588 of Vacaville's 38,092 units, 72.4 percent, are single detached homes, and vacancy sits at 3.22 percent. That is a far larger share of ownable, panel-ready roofs than the coastal cities we cover, where detached homes are under half the stock.
The battery permit fee is an open question. Ask before quoting.
Here is the one gap we found in an otherwise tidy system. The FY 2026-27 flat rate table has a Solar Panels line at $75 but no energy storage line anywhere in the fetched document, while the e-TRAKiT portal lists Solar with ESS Residential OL and ESS Only Residential OL as distinct permit types. A battery project therefore has its own permit category with no published flat fee. Anyone quoting you a solar plus storage job should confirm the cost with the Building Division at (707) 449-5152 rather than assuming the $75 covers it.
A second live item: the city is in the middle of the CAL FIRE Local Responsibility Area fire hazard severity zone update, with proposed maps posted for public comment under Government Code 51178.5, per the fire department page. Zone status can influence roof assembly and access pathway requirements. Check the map for your parcel rather than assuming a classification either way.
The 2026 incentive shelf, sorted by who qualifies
For everyone: nothing federal. The 25D homeowner credit terminated for expenditures after December 31, 2025, and since an expenditure counts as made when installation is completed, a 2026 completion date disqualifies the whole project, per CRS report IN12611. Also for everyone: a qualifying system is excluded from property tax reassessment under a statute scheduled to sunset January 1, 2027, per the Board of Equalization, and Civil Code 714 keeps HOAs from effectively prohibiting an installation.
For income qualified households: the SGIP Residential Solar and Storage Equity budget opened $280 million for reservations on June 2, 2025, with posted rates of $3,100 per solar kW and $1,100 for storage. Reserving funds starts a one year clock to finish the requirements, demand response enrollment among them, per the CPUC SGIP page. GRID Alternatives administers DAC-SASH through 2030 for CARE or FERA eligible customers in top quartile CalEnviroScreen tracts.
For Vacaville specifically: we found no city rebate, and because there is no CCA, there is no CCA solar program layered on the bill either. The city's contribution is the $75 permit and the instant portal, which, priced against neighbors, is worth several hundred dollars of real difference on day one.
Vacaville has an actual hometown bench
Unusually for a city this size, the top of the local list is local. Ambrose Solar, based in Vacaville, carries a 4.9 rating across 291 Google reviews, with Fairfield and Dixon firms filling most of the remaining slots. A bench like this changes the negotiation: you can insist on bidders who have run the Symbium flow and worked under Vacaville heat, rather than educating a Bay Area generalist on both.
