The city PVGIS run produces 1,316.6 kWh per kW per year. July is 149.6 and December 51.7. A decision should begin with the utility rule, then move to physical design. For Chicago, put twelve months of bills beside a proposed annual output of 1316.6 kWh per kW. Separate the kWh you expect to use at home from the kWh you expect to export. The first number is a bill-offset question. The second is a tariff question. Do not treat them as interchangeable. Then audit the scope. A useful proposal names permitting, engineering, interconnection, roof work, service-panel work, monitoring, meter work, inspections, and every contingency. If a number cannot be documented before signature, label it as an allowance. That is especially important where the public fee schedule does not publish a flat all-in PV permit amount. The right response to an unknown is n.a., followed by the question that will resolve it.
Finally, plan for the calendar rather than a brochure. A production forecast of 64.5 kWh per kW in January and 149.6 in July means monthly bill behavior will change. The model is deliberately conservative about certainty: it does not know the roof shade, the roof condition, the household schedule, the contract rate, or future utility action. Permit and interconnection checklist
City permitting and utility permission to operate are separate approvals. Get both dates, each responsible party, and the fee assumptions in writing. The cited city material controls if a sales statement conflicts with this page.

Chicago solar after the net-metering change
Chicago’s Easy Permit Process is a real local advantage for a bounded project. For inverter output under 13.44 kW, the City reduced the permit fee from $375 to $275, says approvals are same day, and describes the timeline as one day rather than 30. A qualifying applicant may forgo dedicated zoning review. The threshold is not a panel-count rule: it is the inverter-output ceiling associated with a 70-amp breaker per roof. Larger projects go to Standard Plan Review. The EPP route still has technical boundaries. The City requires drawings by a licensed architect or structural engineer. Total PV panel output may not exceed 155% of inverter output. Energy storage can be up to 20 kWh, with a 10 kWh limit for some battery chemistries. The City’s solar express instructions tie those requirements to the Chicago Construction Codes. ComEd’s January 1, 2025 line is the dominant new-project economics change. A system interconnected by December 31, 2024 keeps full retail net metering for the system life, defined by the FAQ as 30 years, and credits supply, delivery, and taxes and fees. A residential or small-load system under 100 kW that is new as of January 1, 2025 receives credits against the Supply section only. Customer and meter charges are not offset. Post-2025 customers may choose kWh or monetary credits, and ComEd says those credits do not expire. Legacy fixed-price kWh credits reset annually in April or October. That is a material distinction from the old full-retail framework, but it is not a reason to abandon accurate load matching. A household that uses more of its output avoids a supply purchase directly; a household that expects large exports needs a current supply-only calculation. The ComEd Distributed Generation Rebate is valuable precisely because it has a catch. Residential and Small C&I generation receives $300 per kW, and storage receives $300 per kWh, for eligible smart-inverter facilities interconnected after August 11, 2022. Taking the generation rebate forfeits legacy full-retail net-metering status. The storage rebate does not. The correct comparison depends on whether the household has legacy status to lose. Illinois Shines provides REC pricing rather than a simple percentage tax credit. In Program Year 2026-27, the distributed-generation price for 0 to 10 kW AC is $70.37 per REC in Group A and $80.77 in Group B. The next 10 to 25 kW tier is $60.92 and $79.21. The program uses Approved Vendors and its payment mechanics need to be explained in a proposal, including the system size, group, REC quantity, payment schedule, and ownership terms. Illinois Solar for All is a distinct income-eligible program. It offers no-upfront-cost solar for 1 to 4-unit buildings under its eligibility rules. A single-family owner must be at or below 80% AMI; a two-to-four-unit building needs at least two income-eligible units, and a five-plus-unit building needs at least half. Program material says single-family and two-to-four-unit capacity was reached in 2025, with more 2026 funding expected. “Expected” is not an open reservation or an approval. Ask the date before discussing export value
ComEd’s current rule splits customers at December 31, 2024. A system interconnected by that date keeps full retail net metering for the life of the system, stated as 30 years, and can offset supply, delivery, and taxes and fees. A customer beginning on January 1, 2025 or later receives a credit that offsets the Supply section only. Those are radically different products. Source.
Do not call supply-only credits retail net metering
The new under-100-kW Residential and Small Load credit does not erase the delivery portion or taxes and fees. Customer charges and meter charges are unaffected as well. Saying that a newly interconnected Chicago array eliminates a full electric bill is not supported by the supplied ComEd materials. Use the Easy Permit threshold as a design checkpoint
Chicago’s Easy Permit Process applies to systems with inverter output of 13.44 kW or less. The City lists a $275 EPP fee, compared with $375 for Standard Plan Review, and says qualifying systems can receive same-day approval while reducing the prior timeline from 30 days to one. Crossing the threshold can change permitting treatment, so it should be flagged during design rather than after plans are finalized. Source.
The fast permit route is technical
The solar express instructions require drawings by a licensed architect or structural engineer, total PV panel output no more than 155% of inverter output, and storage no more than 20 kWh, with a 10 kWh limit for some battery chemistries. The homeowner does not need to become a code expert, but should understand that the one-day route depends on a qualifying design. Source.
Keep City approval and ComEd work separate
Even a Chicago project using EPP still requires application to and inspection by ComEd. The City’s speed improvement does not collapse the utility interconnection step into the permit. Any schedule that promises operation merely because a City permit is issued is mixing two agencies and two gates. Source.
Illinois Shines changes the price stack
For Program Year 2026 to 2027, Illinois Shines lists 0 to 10 kW AC distributed-generation REC prices of $70.37 in Group A and $80.77 in Group B. The next band, above 10 through 25 kW, is $60.92 and $79.21. These are REC program prices, not a replacement for a ComEd energy credit, and the applicable group has to be determined for the actual project. Source.
Do not borrow an outdated REC price
The preceding program year listed $66.34 and $75.48 for the 0 to 10 kW AC band, and $57.18 and $69.78 for the next band. A sales deck using older prices without a program-year label is misleading even when the numbers were once accurate. Illinois Shines values are program-specific inputs, not permanent retail electricity rates. Source.
Illinois Solar for All is not an immediate universal offer
ILSFA provides no-upfront-cost residential options for qualifying income-eligible households, with an 80% AMI threshold for a single-family owner and stated 14-day cancellation and 15-year routine-maintenance protections. The supplied research also says single-family and two-to-four-unit capacity was reached in 2025, with more funding expected in 2026. Eligibility is not the same thing as current capacity. Source.
Use Chicago weather without a sunshine sales pitch
Chicago O’Hare’s 1991 to 2020 normals show a 49.9-degree Fahrenheit annual mean temperature and 36.89 inches of precipitation. This city has winter production and snow-shedding considerations that do not map cleanly onto Florida or Hawaii. The number is context for roof and production analysis, not evidence for a fixed annual-output guarantee. Source.
City policy does not override the rider
Chicago reports that all City buildings are sourced by 100% renewable energy as of January 1, 2025 and targets clean renewable electricity for all Chicago consumption by 2035. That is meaningful municipal policy. It does not restore full-retail netting for a household that first interconnects after the 2024 deadline. Keep civic goals and tariff rights distinct. Source.
The Chicago conclusion
The right order is: establish the PTO cohort, calculate supply-only or legacy credits accurately, compare the generation rebate with any legacy tariff protection, then apply REC and permitting rules. In Chicago, the incentives can be valuable, but the interconnection date drives the economics. Source.
