Las Cruces solar: exports pay fuel cost, so size for yourself

This is our first Las Cruces guide, and it starts with a correction to the pitch you will hear at your door. El Paso Electric, not PNM, runs the wires here, and when your panels push power onto its grid, EPE credits that surplus at its fuel and purchased power cost rather than the retail rate. Anyone modeling your payback on full retail exports is modeling a different city.
The honest version is still worth reading. A refundable state tax credit returns 10 percent of a purchased system, the city hands out residential PV permits over the counter for $250, and our production model puts a Las Cruces rooftop among the strongest we have run anywhere. The trick is designing around what the tariff actually pays.

Las Cruces counted 111,385 people at the 2020 census, second in the state, sitting at 3,901 feet in the Mesilla Valley with a cool desert climate that runs long triple-digit stretches in summer and roughly 69 light-freeze nights a year, per the city's documented profile. Sun is not the question. Economics are.
EPE's 2024 average residential price across its 94,760 New Mexico customers worked out to about 10.16 cents per kWh, per EIA Table 6. That is cheap power by national standards, and cheap power stretches paybacks. Median household income here is $55,176 across 46,661 households, with 55.6 percent owner occupancy, per the 2023 ACS. So we will not tell you solar is a slam dunk for every Las Cruces roof. We will show you the levers that decide it.
Rate No. 01 charges most for the summer kWh solar kills first
The residential tariff, Rate No. 01, Fourteenth Revised, effective March 28, 2024, carries a $7.00 monthly customer charge and a split personality. From June through September the first 600 kWh cost $0.07035 each and everything above 600 costs $0.10876. From October through May, every kWh is a flat $0.05816. Riders stack on top: a monthly fuel adjustment, a 3.4171 percent efficiency recovery factor, and an RPS cost rider, per EPE's New Mexico tariff index.

Read that structure like a designer. The tariff is inverted in summer, so a system that soaks up your air conditioning load in July is clipping 10.876 cent power, while an oversized array dumping surplus in March earns fuel-cost pennies. Same panels, very different value per kWh.
The export rules, straight from EPE's pages
Under EPE's interconnection program for systems of 25 kW and under, net consumption in a billing period is billed at your normal rate, while net production is credited based on the fuel and purchased power cost adjustments. EPE installs a bi-directional meter and a separate REC meter. The application fee for a 1 kW to 25 kW facility is $150, and the program runs under New Mexico PRC rules 17NMAC9.568 and 17NMAC9.570, per the utility's interconnection documentation.
There is also a hard ceiling. Net metering is limited to systems expected to produce no more than 120 percent of your annual consumption, whether you own the system or a third party does. Between that cap and the fuel-cost export credit, the sane design brief writes itself: size at or under your actual usage, spend nothing chasing surplus.
What New Mexico still puts on the table in 2026
The New Mexico Solar Market Development Tax Credit is the centerpiece: 10 percent of the purchase and installation cost, capped at $6,000 per taxpayer per year, and refundable, meaning it pays out even past your tax liability, per the state's clean energy office. Systems installed from 2025 through 2031 qualify. Two catches matter. The statewide pool is $30 million a year, issued first come, first served by inspection date, with late applications returned rather than rolled over. And EMNRD's program guide is blunt that leases and PPAs do not qualify; the taxpayer must purchase the system, and the application is due within 12 months after the installation year, so a 2026 install has a December 31, 2027 deadline.
A 2026 attempt to enlarge the credit died. Senate Bill 55 passed the Senate 26 to 10 on February 5, 2026, then stalled with an Action Postponed Indefinitely entry, per the Legislature's bill record, and Conservation Voters New Mexico reports it was tabled in the House Taxation and Revenue Committee. Plan on 10 percent, nothing better.
Quieter statutes help too. Section 7-9-112 NMSA deducts solar sales and installation from gross receipts tax, and Section 7-36-21.2 NMSA keeps a solar installation from resetting the 3 percent cap on annual valuation increases. On the federal side, the 25D homeowner credit is gone for installations completed after December 31, 2025, and a 2025 deposit does not rescue a 2026 completion, per the CRS analysis of P.L. 119-21. Anyone dangling a 30 percent federal number at a Las Cruces kitchen table in 2026 is selling from an expired script.
A $250 permit you can pick up over the counter
The Community Development Department at 700 N. Main St., Suite 1100, phone 575-528-3222, handles residential PV, with applications through the city's Accela portal and counter hours Monday, Tuesday, Thursday, and Friday from 7:30 a.m. to 5:00 p.m., Wednesdays 8:00 a.m. to 2:00 p.m., per the department's page. The fee is a flat $250 covering plan review plus the building and electrical inspections, per the city fee schedule. Start work without the permit and the fee triples.
Better still, the city's expedited PV program issues over-the-counter permits for systems of 10 kW or less. The conditions are specific: arrays designed for 115 MPH wind with a 100 F design high and 10 F design low, load-side connection only, and a New Mexico professional engineer's structural analysis if the array adds more than 5 psf of dead load, a 45 pound point load, or 200 pounds per truss. Given the spring dust storms and wind this valley throws at rooftops, we consider that 115 MPH design number a feature, not red tape.
Two exclusions to know. Batteries are outside the expedited lane and need their own permit. And a home in the Mesquite, Alameda-Depot, or Mesilla Park historic districts, described in the Las Cruces Bulletin's district overview, loses the straight over-the-counter path because Planning must complete a zoning review first.
EPE's order of operations, and the two mistakes that stall it
The sequence, per EPE's process documentation: pass the city's final electrical inspection first, then your contractor requests EPE's field inspection through smallrenewables@epelectric.com, then EPE swaps in the bi-directional meter. Two habits wreck this timeline. Energizing the system before EPE's inspection and meter swap is the first. Forgetting that a separate water heater meter must be rewired and removed before the solar field inspection is the second. Both are avoidable with one planning conversation.
Also worth knowing before you sign: distributed generation customers are removed from EPE's Sign-Up New Mexico and Budget Billing programs. If level monthly payments matter to your budget, ask how the post-solar bill will actually arrive.
What a Mesilla Valley roof produces, month by month
Our model puts downtown Las Cruces at 1,895.8 kWh per installed kW per year, one of the strongest figures on this site. The curve peaks in April at 180.6 kWh per kW, not midsummer, because extreme June and July heat costs panel efficiency and the late-summer monsoon brings clouds. December still clears 139.8.

Note the shape against the tariff: peak production lands in flat-rate spring months, while the pricey summer tail block arrives when heat has already shaved output. The screening questions that matter in this territory: has the bidder filed through the city's expedited counter program, do they handle the EPE inspection request and meter swap timing, and does their proposal credit exports at fuel cost or quietly assume retail? A wrong answer on the last one invalidates the whole payback page.

The estimator uses the EIA average EPE price and our city production run. It cannot see your summer tail usage or the fuel-cost export credit, so treat the output as a first sketch that a serious quote must improve on with your actual bills.
