Providence solar is a one time, two door decision

Rhode Island Energy, formally the Narragansett Electric Company, serves 38 of the state’s 39 municipalities including Providence, per its territory list, so statewide program rules effectively are the Providence rules. The Office of Energy Resources is explicit on its comparison page: customers enroll in net metering or in the Renewable Energy Growth program, never both, and the selection is binding for the life of the arrangement.
That permanence changes how to shop. In most states a homeowner can weigh installers on price and let the program sort itself out. In Providence the program election is the product. A bid that fails to name its program, or names one without quantifying the road not taken, is incomplete on the most consequential line.
Path one: retail credits with a 125 percent ceiling
Net metering under RIGL Chapter 39-26.4 credits generation up to 125 percent of on-site consumption in a billing period, with systems sized against a three year consumption average, per OER’s net metering page. Output between 100 and 125 percent of usage earns only the avoided cost rate, described as the last resort service rate. So the design ceiling is real: oversizing pitches do not survive contact with this statute.
The value of the retail credit rides on retail prices, and Narragansett Electric’s 2024 residential average was 28.26 cents per kWh across 332,540 customers, per EIA Table 6. Net metered homes run everything through the regular meter, per OER’s Guide to Going Solar. One caution when you read secondary coverage: a 20 percent credit reduction that appears in RIGL 39-26.4-3 belongs to the remote and virtual net metering provisions for larger, typically ground mounted projects under a 275 MW aggregate cap, per the statute text. It does not describe the on-site rooftop credit for a Providence homeowner.
Path two: REG fixes the price and starts a race
The Renewable Energy Growth program is a tariff based, performance paid alternative administered by Rhode Island Energy under Distributed Generation Contracts Board oversight, per OER’s program page. For the program year running April 1, 2026 through March 31, 2027, Small Scale Solar I covers systems up to 15 kW DC at 31.55 cents per kWh on a 15 year tariff, and Small Scale Solar II covers 15 to 25 kW DC at 28.65 cents per kWh over 20 years, each against a 3 MW capacity target, per the enrollment calendar.
Compensation lands as bill credits, with production beyond the bill paid out, and REG projects meter gross generation separately, per the OER comparison and the state solar guide. Two operational facts matter. Enrollment opens April 1 and runs first come, first served until each class fills, so timing is strategy. And REG participants are ineligible for Renewable Energy Fund grants, which is the hidden price of the fixed rate.
The grant that only one path can keep
The Renewable Energy Fund, administered by Rhode Island Commerce, pays small scale solar grants of $0.65 per watt up to $5,000 per project, typically 10 to 25 percent of installation cost, with a $2,000 adder for battery storage, per the program flyer. Direct ownership qualifies up to 7.69 kW DC, the roof must score at least 80 percent on the Total Solar Resource Fraction shading test, and the installer applies on the homeowner’s behalf with funds paid to the installer. Across its categories the fund can reach 30 percent of installation cost, per Rhode Island Commerce.
Here is the arithmetic that frames the whole Providence decision. The grant flows only on the net metering path, since REG enrollees are shut out of REF funding per OER, and grant blocks are first come, first served. Choosing REG means trading that upfront cash for rate certainty. Neither trade is wrong. Making it by accident is.
Providence asks for an engineer, twice
The Department of Inspection and Standards issues the permits, and note the address: DIS moved to 780 Allens Avenue on December 12, 2025, phone 401-680-5375, per the department page, so older articles pointing elsewhere are stale. Applications file through the city’s e-permitting portal, and accounts from the statewide system carry over.
The city’s solar PV checklist is heavier than most jurisdictions: a building permit with two sets of engineer stamped construction plans, a letter from a Rhode Island registered engineer verifying the roof carries the added load, and a separate electrical permit with stamped electrical plans. It also tells applicants to start utility interconnection during project conception, before permitting, because utility studies can change feasibility. The checklist dates to May 2017 and still names National Grid, so treat its procedural details as dated and verify against Rhode Island Energy. The engineering requirement, though, is a genuine cost line to expect in every Providence quote.
Sales tax is settled, property tax is municipal
Rhode Island exempts renewable energy products from sales and use tax under RIGL 44-18-30(57), defined to include PV modules, racking, inverters, and monitoring gear sold with a system. Property tax is less tidy: RIGL 44-3-21 lets city and town councils exempt renewable systems by ordinance, a municipal option rather than a statewide rule, and our research could not confirm whether Providence has adopted one. Ask the Providence assessor before assuming exemption.
Federally, the Section 25D homeowner credit is gone for systems completed after December 31, 2025, since the statute counts the expenditure at installation completion, per the Congressional Research Service. That elevates the REF grant and the REG rate from nice extras to the core of the Providence incentive story.
The lowest yield in our batch still clears 1,300
Downtown Providence models at 1350 kWh per kW per year, the bottom of our current research group and roughly 14 percent under Cape Coral. July leads at 137.2 kWh per kW; December trails at 69.9. The economics survive the modest sun because the avoided rate is high and the state programs pay well, which is the inverse of the Florida cities in this series.

What separates Providence bidders
Providence is a city of 70,313 households where only 28.6 percent of the stock is single family, so shared roofs and multi unit ownership questions come up constantly. Strong bidders arrive with the engineer lined up, both program scenarios priced, and an REF grant timeline. Weak ones lead with hardware.
