Odessa solar starts with one question: which side of the city line?

Before anyone measures your roof, settle your address. Inside Odessa city limits, a photovoltaic system needs a city permit that averages 20 to 25 business days of multi-department review. In the extraterritorial jurisdiction just past the line, per the city's own FAQ, no city permit is required at all. Ector County addresses straddle that boundary constantly, and the two situations produce completely different project timelines.
From there, Odessa follows Permian Basin logic. Oncor delivers the power, a retail provider you pick sets the price, the permit fee scales with amperage instead of landing at a flat number, and the plan reviewer works from the 2018 codes. The city's FAQ says it plainly: a permit is required to install a photovoltaic system inside the City Limits of Odessa, and not required in the ETJ, per the city's own answer. Unsure callers are pointed to Building Inspection at 432-335-3214, and we suggest exactly that call before signing anything. A five minute conversation either adds a month of permitting to your schedule or removes it entirely.
When the permit does apply, the desk sits at 411 W. 8th Street on the first floor of City Hall, open 8 a.m. to 5 p.m. weekdays with inspectors reachable from 8 to 9 a.m., per the department directory. Applications go through the MGO Connect portal or in person. And yes, the city enforces rooftop fire setbacks; its FAQ answers that question directly, per the setback entry.
The permit fee is arithmetic, not a flat number
On the Master Permit Fee Schedule dated January 16, 2018, solar panel installation is billed as an electrical permit: $50.00 plus $0.10 per amp, with plan review adding 25 percent of the permit fee at pickup. Worked example: a job billed at 100 amps runs $50 plus $10 for the amperage, or $60, and the plan review adder brings it to $75. Double the amps and the total moves, which is why no honest Odessa bid quotes one universal permit cost.
A caution from our own research process: the city's codified fee ordinance lives on a platform we could not fetch, so these figures come from the city's posted 2018 schedule. Confirm current numbers with Building Inspection at 432-335-3214 before you rely on an exact dollar amount.
Budget a month, and bring 2018-code drawings
The city's Solar Panel Information Packet states an average of 20 to 25 business days from complete application to permit issuance, with fees invoiced only after every department signs off. That is roughly a calendar month. Any salesperson promising a fast Odessa permit is either uninformed or hoping you are.
The packet also fixes the code baseline: 2018 IRC and IBC with the 2017 NEC, adopted effective July 1, 2018. That is a cycle or two behind many Texas cities, and it changes rapid shutdown and interconnection details on plan sets drawn for the 2020 or 2023 NEC. The submittal checklist wants spec sheets for modules, inverters, and racking, the roof covering and framing type against the IRC 10 psf roof load threshold, and a site plan locating every AC and DC disconnect, the meter, combiner boxes, inverters, modules, and the panelboard. The inspector can also require a letter from a Texas structural engineer, a possibility worth pricing into the bid up front.
Oncor runs these wires. Nobody else.
Get the utility identification right, because West Texas maps confuse people. Odessa sits in Oncor territory, per Oncor's documented service area, and the company keeps two offices in town, on Interstate 20 and on South Dixie Boulevard, per its locations directory. TNMP's own service territory document places its West Texas operations in Pecos, Reeves, Terrell, Ward, and Winkler counties, none of which contain Odessa, per the TNMP filing. And Abilene's AEP North delivery rates do not apply here either.
Retail is deregulated, so Oncor moves electrons while the provider you choose prices them, per the Odessa market overview. Oncor's residential delivery charge is $4.06 per month plus 6.0295 cents per kWh effective August 1, 2026, a decrease from 6.1196 cents, per the current delivery charge report. Every self-consumed solar kWh dodges that delivery charge along with the energy charge, which quietly improves the math no matter which provider bills you.
The retail shelf: what Odessa households pay and what exports earn
Oncor never appears in EIA's bundled price tables because it sells nothing at retail. The prices that matter are the REPs', and the 2024 EIA averages run from Just Energy at 15.149 cents per kWh through Constellation at 15.948, Direct Energy at 16.372, Chariot at 16.495, Frontier at 16.817, Reliant at 17.380, Gexa at 18.112, and TXU at 18.703, per EIA Table 6.

Texas has no statewide net metering, so export value is purely contractual, disclosed in each plan's Electricity Facts Label. Two structures dominate: fixed-price buyback plans, like Chariot's, which pair a steep monthly charge with a rule against being a net exporter, and market-price plans like Champion's, per the structure comparison. Municipal programs you may have read about, Austin's value-of-solar rate or CPS net metering, do not exist here. Neither does their generosity.
What the Basin sun delivers, month by month
Downtown Odessa models at 1,818.1 kWh per installed kW per year in our run, comfortably above the big metro Texas cities. April leads at 170.2 kWh per kW, and the shape has a tell worth noticing: October at 155.4 beats September at 140.2, the post-storm-season clearing you would expect from a place recording just 12.28 inches of rain across about 43 days a year, per the climate record.

With 53.7 percent of homes heating with electricity per the 2023 ACS, winter production around 131.6 to 143.8 kWh per kW still offsets real load, not just summer air conditioning.
Baseball hail and steady wind are part of the file
On June 12, 2015, severe thunderstorms dropped hail up to 2.75 inches, baseball size, between Midland and Odessa and in southeast Odessa near Loop 338, damaging vehicles and homes in the south of the city, per the National Weather Service event summary. Smaller hail keeps showing up, including a 0.75 inch report in Ector County on June 9, 2025, per NCEI storm events. Wind is a permanent resident; a wind farm went up in northern Ector County back in 2009 for a reason, per the county record.
The practical translation: ask for module impact ratings, ask what wind rating the racking carries, and treat the inspector's option to demand a Texas structural engineer letter as a live cost line rather than a hypothetical. Equipment that survives Permian weather exists. Cheap equipment that does not also exists, and it shows up in low bids.
What Texas law settles before you negotiate anything
Three legal facts frame every Odessa quote. First, the federal 25D homeowner credit is dead for installations completed after December 31, 2025, and a deposit paid in 2025 changes nothing, per the CRS report on P.L. 119-21. Second, Tax Code Section 11.27 exempts the appraised value a qualifying solar device adds from property taxation, including, since SB 63 in 2021, the device itself even when its owner does not own the underlying property. Third, Property Code Section 202.010 blocks HOA solar bans, with carve-outs for above-roofline mounting and frame colors outside silver, bronze, or black, and an alternate-placement option capped at a 10 percent production loss measured by an NREL calculator.
Notice what is missing: no state credit, no city rebate we could document, no storage incentive in our research. Median household income here is $73,030 per the 2023 ACS, and incomes like that attract polished financing pitches. The law gives you a tax shield and HOA protection. It does not give you a subsidy, so the system has to pencil on avoided kWh alone.
Crews serving Odessa, with the caveats attached
The directory pull for Odessa is a candid snapshot of a thin market: two Midland-based solar firms with mixed ratings, a supply house, and two small local outfits with single-digit review counts. Nothing on this list replaces reference calls. With 13.1 percent overall vacancy and 21.3 percent rental vacancy in the housing stock, per the census record, the owner-occupied rooftop market is smaller than the city's size suggests, and installer depth reflects that.
