Avondale solar: which side of the Agua Fria are you on?

Before anyone measures your roof in Avondale, answer one question: does your address sit west or east of the Agua Fria River? A third party territory guide reports the city is split between two utilities, APS covering the area west of the river and Salt River Project covering the east, roughly half the city each. That guide is a secondary source, so confirm your utility from an actual bill. But the split itself is the whole ballgame, because the two companies pay for exported solar in completely different ways.

The same house plan on opposite banks of the river gets two different savings models. Ignore that and every number an installer shows you is a coin flip. This page walks through the APS export mechanics that carry a hard September 1 date, what the research supports saying about the SRP side, and the permitting path both share at city hall.

One city, two utilities, two export regimes

APS serves about 1.4 million homes and businesses across 11 of Arizona's 15 counties, per its service area page. SRP is a community based not for profit water and energy company serving more than 2 million people in central Arizona, and its territory page offers an address lookup for service availability. Both operate inside Avondale city limits, divided at the river per the territory guide.

The rate gap is measurable. 2024 EIA data puts the APS average residential price at 16.45 cents per kWh across 1,256,120 residential customers, while SRP averages 13.46 cents across 1,053,407. The EIA sales file carries both. Higher retail rates make self consumed solar worth more on the APS side; the export story is where the two territories really diverge, and it deserves its own section.

West bank: the RCP rate steps down every September 1

APS compensates exports through Rate Rider RCP, the Resource Comparison Proxy, filed with the Arizona Corporation Commission as A.C.C. No. 6241, Revision No. 10, effective September 1, 2025 under Decision No. 81439. Export energy is metered instantaneously and credited monthly at the RCP purchase rate. The current tranche, running September 1, 2025 through August 31, 2026, pays 6.171 cents per kWh. The rider itself is the source, not a sales deck.

The trend line matters more than the current number. The rider lists every prior tranche: 12.900 cents in 2017, 11.610 in 2018, 10.450 for 2019 to 2020, 9.405 in 2021, 8.465 in 2022, 7.619 in 2023, 6.857 in 2024. Down every single year. The rider allows a reduction of up to 10 percent per tranche, so the direction is not a mystery. The offsetting feature: your initial RCP rate locks for 10 years from interconnection, provided installation finishes within 180 days of the interconnection application, or 270 days if a third party or APS causes the delay.

That combination creates a real deadline dynamic with no hype required. Interconnect before a September 1 step down and you hold the higher rate for a decade. Two fine print items from the rider worth repeating: excess credits roll to the next bill, and after the December bill any remaining balance over 25 dollars is paid out by check. Also, a material capacity increase resets you to the then current RCP rate for the remainder of the lock, so plan the system size once rather than expanding it in year three. And the rider may not be combined with grandfathered Legacy rates; leaving an old net metering rate is a one way door.

The strategic conclusion for west of the river: exports pay 6.171 cents while retail runs 16.45, so a kWh you consume yourself is worth well over twice an exported one. Load shifting into daylight hours and, increasingly, a battery are not accessories in APS territory. They are the difference between a system that pays and one that decorates.

East bank: SRP plays by its own rulebook

SRP is not regulated the way APS is; it is a community based not for profit, and its solar price plans are its own. Our research session confirmed its footprint and its 13.46 cent average residential price from EIA data, plus the address lookup tool for verifying service. We are deliberately not quoting SRP export rates here because we did not fetch its current solar plan documents for this page, and paraphrased tariffs are how homeowners get burned.

What we can say with confidence: the lower SRP retail rate shrinks the value of every offset kWh relative to an APS neighbor, so the same array pays back more slowly east of the river even before export terms enter the math. If you are on SRP, pull the current solar plan straight from srpnet.com and make any bidder walk you through it line by line. An installer who quotes APS style numbers to an SRP household has already failed the diligence test.

The sun is not the problem here. It never was.

Our downtown Avondale model returns 1,775.8 kWh per installed kW per year. May leads at 171.7 kWh per kW. Then something interesting happens: July, the hottest month, drops to 146.8. That is the North American Monsoon plus heat derating, both features of a hot desert climate where summer highs sit at or above 100 degrees F through June, July and August, with spikes past 115 and a record of 125, per the city's Wikipedia page.

The census profile suggests the audience for these numbers is wide: 29,372 households, 61.6 percent owner occupied and 76.7 percent single family per ACS 2023 data, in a West Valley city that more than doubled in population in the 1990s and again in the 2000s.

Arizona still writes a check. A small one, but real.

With the federal 25D homeowner credit repealed for expenditures after calendar year 2025 by P.L. 119-21, per the CRS summary, Arizona's own credit is the only tax credit left on the table. Form 310 pays 25 percent of the installed cost or 1,000 dollars, whichever is less, cumulative per residence, with unused amounts carrying forward up to five consecutive years. The state resilience office notes the credit has no end date as of May 2024. A second personal home can qualify for its own 1,000 dollar credit, but claiming both in one year still caps at 1,000 dollars for that taxable year, per the Form 310 instructions.

The property tax treatment is cleaner than most states manage. Under A.R.S. 42-11054(C)(2), grid tied photovoltaic systems designed for on site consumption are considered to add no value to the property. No assessment bump, no exemption paperwork, no sunset date to track. It is one of the few parts of Avondale solar where the answer does not depend on which side of the river you live.

City hall: online intake, human review, new codes

Avondale's Building Services Division, part of Development Services, takes all applications through the Accela Citizen Access Portal. Every required document uploads as a separate PDF with a descriptive name and submittal number, intake staff run a completeness review, and the file then moves to plan review with email and portal notifications along the way. Online, yes. Instant, no. We found no fetched city page showing SolarAPP+ or any automated solar issuance here, so budget for a staff reviewed timeline.

Two dates worth knowing. Since January 1, 2026 the city enforces the 2024 International Codes and the 2023 National Electrical Code with local amendments, per the Building Division page, so designs recycled from a 2024 install may need updating. And starting June 1, 2026 a credit card convenience fee applies to permit payments: 2.95 percent online, 3.5 percent in person. The exact solar permit fee was not published on any city page we fetched; the FY 2025 to 2026 fee schedule took effect September 1, 2025, so have your contractor pull the current line item. Contractor licensing runs through the Arizona Registrar of Contractors.

The installer pool spans the whole West Valley

Avondale's bench mixes local shops with Goodyear and Phoenix firms, which is normal for a West Valley suburb. The filtering question that actually separates them: how many jobs have you interconnected on each side of the Agua Fria, and can you show a recent RCP application and a recent SRP application side by side. Territory fluency is the local skill.
