Temecula charges $568 to permit rooftop solar. Start there.

Most city solar pages bury the permit fee. Temecula's deserves the opening sentence, because it is the highest of the four southwest Riverside County cities we researched and because it invites a question the paperwork does not answer. The citywide fee for a residential roof mounted photovoltaic system totals $568: a $326 building plan check plus a $242 building inspection, under the schedule headed "User Fee Schedule Effective Fiscal Year 2026-27."
Government Code 66015 states $450 as the residential PV figure up to and including 15 kW, plus $15 per kW above that, unless the local agency makes a written finding, supported by substantial evidence, that a higher fee is necessary and adopts it by resolution or ordinance. Temecula's $568 sits above that $450 reference. We did not locate such a written finding or resolution in our research session, and we want to be precise about what that means: its absence from our search is not evidence it does not exist, and nothing here asserts noncompliance. It is a documented number next to a documented statute, with a gap in the public trail we could verify. Read the statute yourself.

The line item reads "PHOTOVOLTAIC SYSTEM, Residential Roof Mounted" under Building - Miscellaneous, and notably it carries no fire plan check or fire inspection component. The City also states its fees adjust every July 1, so the number you pay next summer may differ from the number quoted this spring. For scale, commercial roof mounted PV in Temecula runs $1,273. And panel upgrades are their own permit entirely, a detail that repeats across this valley but still surprises homeowners whose quotes show a single permit line. CD31 requirements document.
Putting panels on the ground costs $402 more
A residential ground mounted system totals $970 in Temecula: $410 plan check, $332 inspection, and a $228 fire plan check that the roof mounted line does not carry. If your lot is big enough to make ground mount tempting, that fee delta belongs in the comparison alongside trenching and racking costs. Same schedule, different line.
Temecula publishes actual timelines. Hold everyone to them.
This is the city's genuine strength. Where most jurisdictions say "expedited" and leave it there, Temecula names three lanes with clocks: SolarAPP+ automated approval, available since September 30, 2023; expedited review using City Standard Plans at 3 business days; and standard plan check at 10 to 12 business days. A bidder who says "permits take forever in Temecula" either has messy submittals or is padding the schedule. City PV page.
One trap hides in the eligibility text. Expansions or additions to an existing photovoltaic system qualify for neither SolarAPP+ nor the expedited standard-plan lane. Adding panels or pairing storage onto an existing array lands in the 10 to 12 day queue. Plan battery decisions accordingly, before the first array goes up if you can.
Temecula also looks good in the state's own records. The CEC tracking file, updated August 3, 2026, lists it as a SolarAPP+ platform city with 2025 annual report data on file and an $80,000 CalAPP award dated May 2, 2023, the only city of the four we researched in this corner of the county showing both. Practical prerequisites: a City of Temecula business license, a valid state contractor license, and digital-only submittal through the Citizen Self Service portal, mandatory since January 1, 2022. The local Maps results have one center of gravity
Pull up installer results for Temecula and the pattern is unusual: a single high volume national installer headquartered in town holds 1,460 reviews at a 4.1 rating, more than double the review count of everyone else on the list combined would suggest is typical, with the nearest competitor at 593 reviews and a 4.8. Review volume measures sales throughput, not build quality, and a 4.1 from a huge sample tells a different story than a 4.8 from a moderate one. Whoever you shortlist, ask two Temecula-specific questions. Which of the three permit lanes will this exact design use, and does the company hold a current City of Temecula business license. Both answers are checkable, which is the point of asking.
The 2025 code details your plan set will be checked against
Temecula's CD31 requirements document, revised 02/06/26, applies the 2025 California Building, Electrical, and Energy Codes. Ridge setbacks scale with coverage: on a home without fire sprinklers, 18 inches both sides of the ridge when the array covers 33 percent or less of the roof, 36 inches above that; sprinklered homes get 18 inches up to 66 percent coverage. Plans must show two pathways, street side and low to high, plus a 36 inch egress path from bedroom windows opening onto roof planes. CD31.
The sleeper item is rapid shutdown. Temecula amends CEC 690.4(A) through its own Municipal Code 15.04.040(F), requiring the shutdown initiator outside and accessible near the main service panel. An installer working from state code alone will miss a local amendment, and a missed local amendment is a failed inspection. This is the kind of detail that separates crews who work Temecula weekly from crews passing through.
After the install, everything settles into an SCE bill
Southern California Edison serves Temecula; the city appears on the SCE service territory list and the City's utilities page routes electricity questions to SCE. No community choice aggregator operates here, and Temecula never joined the western Riverside County CCA that went through bankruptcy in 2021, so the billing picture is single-utility and stable. The 2026 numbers that matter: tiered service at 30 cents for the first 384 kWh and 40 cents up to 1,535 kWh; TOU-D-4-9PM summer weekday peaks at 58 cents against 34 cent off-peak; and for solar customers on the net billing tariff, served on TOU-D-PRIME, summer export credits averaging 6 cents daytime, 21 cents evening, 12 cents overnight, dropping to 3 cents daytime in winter. Enroll before 2028 and a roughly 4 cent residential export adder locks for nine years. EIA puts SCE's 2024 residential average at about 32.4 cents per kWh. Translate that into design language: a midday export earns 6 cents in summer while the 4 to 9 p.m. purchase it failed to offset costs 58. Systems sized to dump energy at noon are systems designed for a tariff that no longer exists. Size to your load, shift what you can into daylight, and treat storage as an evening arbitrage tool with an outage benefit, judged against SCE's published PSPS criteria for circuits crossing high fire risk areas. 1,740.9 kWh per kW, with a deeper winter dip than its neighbors
Our downtown Temecula run models 1,740.9 kWh per installed kW annually. August tops the year at 167.1 kWh per kW and December bottoms at 110.2, a wider seasonal spread than nearby Menifee or Murrieta show in our runs. A household with heavy winter evening usage should notice that December figure, because winter export credits are thin and winter production is the year's weakest.
August, at 167.1 kWh per kW, is the modeled peak. The valley months matter more for sizing: December delivers about two thirds of the August figure.

Context on the housing this lands on: ACS 2023 estimates show 79.9 percent of Temecula housing in single family structures, 67.7 percent owner occupancy across 35,423 households, and a median income of $117,840. The state's 2026 file counts 30,293 single detached homes among 39,325 units in a city of 113,618 that incorporated in December 1989 and grew on the back of Interstate 15. The incentive map after the federal reset
The 30 percent federal homeowner credit is finished for projects completed after December 31, 2025; P.L. 119-21 repealed 25D for later expenditures, and completion date controls. CRS IN12611. SGIP's equity carve-out for residential solar and storage pays $3,100 per kW of solar and $1,100 per kWh of storage to income-qualified customers from a $280 million pool opened June 2, 2025. Two more items round out the ledger. Under the state's active solar exclusion, a qualifying system counts as excluded new construction, so your property assessment holds steady through the scheduled January 1, 2027 sunset. BOE page. Run the Temecula numbers with your skepticism intact
The estimator below cannot model hourly export credits or the tier your usage lands in. What it does well is bound the problem: a realistic production range, statewide cost inputs, and a payback frame you can stress-test against any quote that arrives glossier than the math.
The high end of the slider is Temecula's modeled 1,741 kWh per kW year. The low end applies a 15 percent haircut, which is a sanity band for imperfect orientation, not a site survey.
