Solar in Palmdale: EPIC, SCE and desert output

Palmdale solar decisions begin with a correction: this is not plain SCE territory. Since October 2022, the City's own CCA, Energy for Palmdale's Independent Choice, or EPIC, has supplied generation by default. SCE still delivers power, fixes outages and sends the bill. EPIC controls generation. That split is the starting point.

At the published 659 kWh DOMESTIC comparison, EPIC Power is 44.7 cents per kWh all-in, against 37.8 cents for bundled SCE. That is not a tiny line item. It changes the retail value a solar quote is trying to offset, and it makes careless “SCE savings” claims especially sloppy.

Price the EPIC bill before sizing panels

The key Palmdale input is not a generic SCE rate. Start with EPIC generation, SCE delivery and your actual pattern of use.

EPIC began residential service in October 2022. Customers may opt out, but default enrollment means most Palmdale solar quotes should begin with an EPIC-aware bill analysis, not a generic SCE tariff slide. The joint comparison puts EPIC Power's published DOMESTIC all-in price at 44.693 cents per kWh, about 6.9 cents above bundled SCE at the stated 659 kWh usage. The joint rate table is blunt about it.

The point is not that a higher retail rate automatically makes solar a winner. New systems are still on California's Net Billing framework through SCE. EPIC Empowerment uses a 12-month relevant period with credits rolling forward. Production used at home is the core asset; annual overproduction is not a substitute for a load plan.

Same desert resource as Lancaster, different operating context

Our Palmdale model produces 1,880.7 kWh per kW annually, with May at 181.8. That is almost the same resource as Lancaster. The pages should not pretend those cities are separate solar planets. They share installers and weather patterns.

The difference is governance and bill structure. Lancaster has its own solar-ordinance history and Lancaster Energy program. Palmdale runs EPIC, uses a different automatic-permit platform, and has its own rate comparison and permit cost. Identical panel count is not identical math.

SolarAPP+ is quick. The City fee is not $0.

Palmdale adopted SolarAPP+ for eligible single-family and duplex rooftop solar. The contractor runs the project through the NREL platform, then uploads the approval to the City's Accela portal. Qualifying jobs skip ordinary plan review and receive a permit in real time. Commercial and multifamily projects are not eligible. The City's workflow says that plainly.

The published fee is $467 for residential PV through 10 kW, including inspection, plus a 5 percent GIS processing fee that applies to Building and Safety permitting fees. Above 10 kW, the schedule lists $15.50 per kW. Ask the salesperson whether the quote includes the GIS surcharge and any separate scope. “Permit included” is not an answer.

Excellent output still needs a home behind the meter

Palmdale's modeled high months are spring through early fall. The annual number is excellent. A house with ACS estimate that 80.2 percent of its housing is single-family may have roof opportunity, but that says nothing about shade, roof condition or daytime use.

May is the modeled high month at 181.8 kWh per kW. The project economics improve when that output serves load in the house.

This Palmdale baseline is a Solar Learning Lab PVGIS v5.2 run from August 23, 2026, using NSRDB data at downtown coordinates. The model holds a south-facing array at 30 degrees and subtracts 14 percent for losses. Treat it as a common comparison point, not a roof guarantee. PVGIS is a comparison model, not a design guarantee.

Palmdale's policy goal is cleaner supply, not a residential mandate

The Palmdale 2045 General Plan directs EPIC toward 75 percent carbon-free electricity by 2030 and 100 percent by 2045. It also targets carbon neutrality by 2045. Those targets are part of the city's climate plan.

There is no fetched Palmdale ordinance requiring solar on new single-family homes. The plan does identify PV and storage requirements for new nonresidential construction over 5,000 square feet. That distinction matters. Do not import Lancaster's old residential mandate into Palmdale just because the cities share the high desert.

The Antelope Valley installer list overlaps. Treat bids separately.

Palmdale and Lancaster pull from the same regional installer market, so the listed companies overlap. That is an honest local fact, not a hidden recommendation. Get comparable bids, then force each bidder to identify the exact EPIC assumptions, SolarAPP+ eligibility, GIS fee treatment, roof work and change-order triggers.

Put EPIC in the estimate before you take the estimate seriously

The calculator gives a first pass on production and cost. It cannot calculate EPIC Empowerment credits, SCE's time-dependent export values, or the 5 percent GIS fee. Use it to test the economics at different array sizes, then ask for a proposal built from the bill in your hand.

The questions a Palmdale EPIC quote should survive

Is Palmdale served only by SCE?
No. EPIC normally supplies the generation portion; SCE handles delivery and issues the bill. EPIC's explanation.

Ask for a Palmdale quote that names EPIC on page one

Have the contractor price the $467 base permit fee, GIS surcharge, roof work and any service upgrade separately. Then compare an array designed for your actual load against one designed merely to produce a flattering offset percentage.
