Salt Lake City rooftop solar is an exercise in matching output to use. Under Schedule 137, on-site electricity and exported electricity are not worth the same thing. That changes the entire design conversation. Read the governing local record.

Salt Lake City has a clear design problem: electricity used when it is generated can avoid retail purchases, while a net export goes to Schedule 137 crediting. Those are not interchangeable values. A proposal should show production against household timing, not merely add every annual kWh to a retail bill. That is the core check before choosing array size or treating a battery as a universal answer.
The June 2026 city schedule puts solar permit fees into stated size brackets, then applies building plan review as a percentage of the building permit fee. That helps a homeowner separate city charges from equipment and contractor scope. It does not tell you that a larger system is financially better. The utility credit rule is where that conclusion lives.
The regional solar application was built to reduce needless procedural differences across nearby jurisdictions. That is useful. It does not mean a project receives automatic approval. The address-specific application, electrical details, structural conditions and any added equipment still have to support the submission. Request the exact form set before you accept a promise about timing.
The March 2026 Schedule 137 export figures are lower than retail energy charges. The practical effect is simple: avoid producing a large amount of electricity that only reaches the export bucket unless the design has a sound use case. The array should be tested against day-to-day use, changing seasonal output and the annualized billing period, not just a maximum annual production percentage.
Utah’s residential renewable-energy credit does not apply to residential PV completed after December 31, 2023. This needs to be explicit because old credit numbers still circulate. A 2026 proposal should not present a historical state credit as a future discount. If a line item depends on an incentive, the actual program, eligibility date and recipient should be named beside the number.
Rocky Mountain Power publishes standard and time-of-use options with materially different price periods. A roof does not know which one the homeowner selected. The estimate should. Ask which retail schedule it assumes, whether a fixed charge remains, and how daytime production is being compared with evening consumption. That conversation is more useful than a statewide average pasted into a generic calculator.
Salt Lake City’s community renewable-energy program has its own participation mechanics and timeline. It is not a rooftop rebate and it does not make a poor roof suitable for panels. It may still be relevant to a renter or someone without roof control. The honest comparison is rooftop equipment versus the available alternative, not an invented discount applied to both.
The city production model carries a sharp seasonal swing, and local climate materials make winter conditions relevant. That does not invalidate solar. It makes monthly planning nonoptional. A design should show the low-output period beside the household’s winter bill, then resist the temptation to solve a winter production gap by oversizing an array that will export heavily in summer.
Salt Lake City’s current fee schedule makes size brackets visible before installation begins. That helps a homeowner test whether an array recommendation is being driven by roof space or by actual needs. The permit fee goes up by band, while the utility export value is not equal to the retail value of self-consumed electricity.
Schedule 137 is the key economic document for a new Rocky Mountain Power customer. It distinguishes on-site use from net exports and publishes seasonal credit values. That rule favors a design conversation about load timing rather than a blanket promise that every generated kWh cancels a retail charge.
The former Utah residential PV credit is an easy place for old content to mislead. The state’s program page says it is not available for residential solar PV installations completed after December 31, 2023. A 2026 proposal should not reserve a fictional credit and then call the post-credit price a cash price.
The city’s regional solar paperwork was designed with nearby jurisdictions. That is helpful for consistency, but it is not automatic approval. ProjectDox still needs a complete site-specific file. A homeowner should ask for the exact form set that will be submitted, especially if the quote includes storage or electrical changes.
Rocky Mountain Power’s listed retail rate has seasonal tiers and adjustments. A statewide cents-per-kWh input is only a calculator starting point. The serious question is which retail energy is avoided on the household’s actual schedule and how much production is likely to reach the lower export-credit line.
The community renewable-energy program is not a rooftop incentive. It is a utility supply program with its own participation mechanics. That distinction matters for a renter, an owner with a poor roof or a buyer comparing clean-energy options. Do not subtract a future program from a roof quote without reading the applicable rules.
Utah’s HOA change gives a qualifying solar lot meaningful protection, but the homeowner still needs to identify the recorded declaration and follow any valid application process. A system layout is less likely to become a dispute when the association packet and installed design are the same document.
Snow, winter production and export pricing pull in the same direction: use a conservative, monthly design. A system can be valuable without producing a large annual surplus. The homeowner’s job is to see the monthly consequence before accepting an annual headline.
Salt Lake City buyers should ask every proposer to separate avoided use from exported use. The two occur at different moments and are priced differently under the current structure. A yearly bar chart cannot make that distinction. A monthly chart helps, and an hourly production-versus-load view is better when the household can provide it.
The regional permit form is a convenience, not a promise that every roof will be routine. It reduces needless variation in paperwork across nearby jurisdictions. It does not remove site-specific questions about structure, electrical equipment, battery scope or a homeowner’s own address and project documents. A standardized application still needs accurate inputs.
Utah’s expired residential solar credit is a good reason to read dates rather than headlines. A program that once had a generous cap can remain prominent in search results after its residential PV eligibility ends. Do not allow a historical tax-credit number to appear anywhere in a 2026 cash-price comparison unless the quote also says who is eligible and why.
Schedule 137 changes the role of storage in the sales pitch. A battery may provide backup capability, may help retain daytime generation for later use, or may do neither well enough to justify its price. Those are separate claims. Ask which one the proposed battery is supposed to accomplish and insist on a calculation that uses the actual export-credit values rather than a retail-rate assumption.
Snow and winter output make roof orientation and access more important than a generic annual estimate suggests. A homeowner does not need to become a meteorologist. The useful question is simpler: what happens on this roof in the lower-output months, and which parts of the quoted savings depend on a clean, unshaded array? The answer should be physical, not promotional.
The community renewable-energy program deserves a precise label as well. It is an opt-out electricity program expected to begin later, not a discount that can be subtracted from a rooftop proposal today. Households should understand whether they are looking for cleaner utility supply, bill savings, resilience or ownership. Those goals can overlap, but the products are not interchangeable.
For a homeowner association, the recorded declaration is the place to begin. Utah’s recent rule changes give owners meaningful protection, yet the property documents still determine the applicable process. Send the design, preserve the response and make sure the installer’s roof layout matches what was approved. A last-minute change in panel placement can turn an avoidable association issue into a delay.
Salt Lake City solar rewards restraint. Model the roof honestly, keep the array close to the load it can serve, and make the export line explicit. A proposal that succeeds under those conditions is more useful than one that needs a vanished tax credit or an unrealistic surplus to look attractive.
The model below is fixed south-facing, not a guarantee for an individual roof. Compare its monthly pattern with your own bill history, shade, orientation, roof condition and any proposed tariff. Annual output alone cannot tell a homeowner when the electricity is useful.

AHJ / issuing office: Salt Lake City Building Services (Community and Neighborhoods Department) issues residential solar PV permits. The city's Solar PV Permit Application was developed from the "Expedited Permit Process for PV Systems" guide by Bill Brooks, PE, for the Solar America Board for Codes and Standards, and was created in coordination with Utah Clean Energy, Salt Lake County, West Valley City, Park City, Midvale and Summit County to standardize solar permitting across the region (SLC Building Services, Solar PV).

Residential tariff (Schedule 1, Residential Service, Utah Price Summary effective July 1, 2026): Customer Charge $12.00/month for single-phase single-family (an increase of $0.16). Energy: June to September 9.3199¢/kWh for the first 400 kWh and 12.0130¢/kWh for all additional kWh; October to May 8.2477¢/kWh for the first 400 kWh and 10.6309¢/kWh additional. Residential systems are capped at 25 kW; the customer's own generation offsets on-site load instantaneously, and only net exports are credited. Export Credit values on the First Revision of Sheet No. 137.3, effective March 1, 2026 (Docket 26-035-T03): 4.855¢/kWh for June through September and 4.033¢/kWh for October through May. Community Renewable Energy Program (the city's main residential clean-energy vehicle, not a rooftop rebate): Salt Lake City adopted an ordinance on April 21, 2026 enabling the HB411 (2019) Community Renewable Energy Program with Rocky Mountain Power. It is an opt-out program: automatic enrollment begins in early 2027, notices go out in late 2026, customers can leave free within the first six months and afterward pay a $30 residential exit fee (HELP customers exempt). Estimated cost is about $4/month more for a typical residential customer and $0.00609/kWh plus $0.12/month for non-residential. Customers on Rocky Mountain Power's Schedule 135 net metering are excluded by state law.
